    Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:198-200 River Road Culvert Repair Contract Number: 26-14-4652Single Prime Contract: General ConstructionSealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).Proposals will be received until 11 am, prevailing time, Thursday, May 21, 2026, at which time they will be publicly opened and read aloud.Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.A non-mandatory Pre-Bid Conference will be held at 198-200 River Road, Gladwyne, Pennsylvania 19035 on Thursday, April 23, 2026 at 9 am, for all interested Bidders.In the event of heavy rain / inclement weather, the prebid meeting will be rescheduled to Friday, April 24, 2026 at 9 am. A notification to all bidders via PennBid will be posted if the rain date is needed.Scope of Work The base bid work includes, but is not limited to, maintenance and protection of traffic; temporary erosion and sediment control measures; temporary stormwater diversion; selective demolition of CMP culvert with inlets and replace it with a cast-in-place concrete open top box culvert with hot dipped galvanized steel grating, including bituminous pavement and site restoration. The add alternate is for in-situ repairs to the downstream portion of CMP culvert.Award is planned for June 17, 2026 with Construction Notice to Proceed planned for July 2026 pending contract execution.Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Friday, May 8, 2026.The project is partially funded by the Hazard Mitigation Grant Program (HMGP) from the Commonwealth of Pennsylvania, acting through the Pennsylvania Emergency Management Agency (PEMA), under FEMA-4618-DR-PA, for federal funding from the US Department of Homeland Security (USDHS), Federal Emergency Management Agency (FEMA).
