    Description

    Mackin Engineers & Consultants (Mackin) has been contracted by the Pennsylvania Department of Transportation to perform periodic bridge inspections of various state-owned structures over CSX and other Railroads located in PennDOT Districts 1-0, 2-0, 3-0, 4-0, 5-0, 8-0, 9-0, 10-0, 11-0, and 12-0 throughout the state of Pennsylvania. The inspections are scheduled to be performed at various times over the period between March 1, 2026, and October 20, 2030. Mackin will require the services of a contractor to provide inspection support services, and maintenance & protection of traffic (MPT) during the inspections.Mackin will receive sealed bids from qualified Contractors electronically via the PennBid Program, until 10:00 AM (EST) Friday, February 20, 2026. Complete bid packages may be obtained at no cost via PennBid (www.pennbid.net).The Contractor must provide evidence of at least 10 years of experience in providing MPT and Inspection Support services on PennDOT projects of similar size and complexity for the Pennsylvania Department of Transportation and references (including contact person and phone number) from previous projects. The contractor must provide MPT in strict accordance with PennDOT Publication 213 (April 2022) and make available the following equipment in good working order along with properly trained, competent, equipment operators. Bids will be opened Friday, February 20, 2026. Mackin will award the contract to the lowest responsible bidder that meets the contract specifications. Mackin reserves the right to reject any or all bids deemed not in conformance with the bid requirements.
