    MAIDENCREEK TOWNSHIP AUTHORITY MAIDENCREEK TOWNSHIP BERKS COUNTY, PENNSYLVANIAPHILLIPS’ FARM MUNICIPAL CAMPUS WATER TREATMENT FACILITY BASIN MODIFICATIONS PROJECTADVERTISEMENT FOR BIDSSeparate sealed bids will be received, by Maidencreek Township Authority, Maidencreek Township, Berks County, Pennsylvania online via PennBid for the Phillips’ Farm Municipal Campus Water Treatment Facility Basin Modifications project until 2:00 P.M. prevailing time, on August 18, 2026, after which time, Bids will be opened with results displayed publicly on PennBid, Bids will be reviewed and recommended for award to the lowest qualified Bidder at the Public Meeting of the Maidencreek Township Authority at their regularly scheduled meeting. The consideration of the apparent low bidder will be at the regularly scheduled Authority meeting to be held at 11:00 A.M. prevailing time on August 20, 2026.All documents and solicitation details are available at no cost on PennBid Bonfire –www.pennbid.bonfirehub.com.The project generally consists of modifying an existing stormwater infiltration basin to an MRC Bioretention Basin, the removal of storm sewer pipe discharging into existing basin, modifications to existing basin outlet structure, grading and installation of a detention basin, and the construction of an outlet structure to direct runoff into MRC Basin and Proposed Detention Basin.A non-mandatory pre-bid conference will be held on July 28, 2026, at 11:00 A.M. at the office of Maidencreek Township Authority, 1A Quarry Road, Blandon, Pennsylvania 19510.All bidders must submit bid security in the amount of ten (10%) percent of the total bid submitted naming as payee or oblige, Maidencreek Township Authority, Berks County.Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law.All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05.The successful bidder (Contractor) will be required to execute the Agreement and to furnish a “Performance Bond” and “Payment Bond” all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents.The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this contract.Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project.Maidencreek Township Authority reserves the right to waive any informalities in, or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of Maidencreek Township Authority, Maidencreek Township, Berks County, and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof.
