    PUBLIC NOTICESacramento Regional Transit District (SacRT) is soliciting Bids from contractors with qualifications, experience, and knowledge to provide Maintenance, Repair, and Rental for Parts Washing Machines as specified in Section 2.0.This Contract is subject to a financial assistance contract between SacRT and the U.S. Department of Transportation. Contractor must comply with all Equal Employment Opportunity (EEO) laws and regulations and all other federal and state laws and regulations governing the grant(s) used to fund this project.It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally-funded contracts. Consequently, the DBE requirements of 49 C.F.R. Part 26 apply to this contract. No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts.SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on PlanetBids to find interested firms for any subcontracting opportunities.SacRT hereby notifies all Bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, contractors will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against on the grounds of race, color, creed, national origin, sex, disability or age in consideration for an award.Please submit any questions regarding this solicitation through SacRT’s PlanetBids Vendor Portal, as set out in Section 8.1 Request for Clarification.All contact with SacRT regarding the RFQ must be made only with Procurement staff. Section 26.67, which requires a personal narrative and personal net worth statement submitted by the owner. A firm cannot be considered a “DBE” under the IFR until this reevaluation process by the CUCP is complete as to that firm.If, during the term of this Contract, Contractor or any of Contractor’s designated or approved subcontractors obtain re-certification from the CUCP under the IFR, SacRT may require Contractor to provide information and complete forms regarding DBE participation as to designated or approved subcontractors under this Contract for purposes of tracking DBE participation in compliance with SacRT’s DBE program. SacRT reserves the right to make further adjustments to DBE requirements based on additional regulatory or legal changes during the Contract term as set out in Article 1, “FTA Grant Conditions” of the FTA Grant Contract Provisions.
