The Orange County Sanitation District (OC San) intends to establish an annual purchase order contract for up to a ten-year term for its inventory of sewer manhole frames and covers. Purchases will be made on an as-needed basis with no guaranteed usage.

• Qualifications of the Firm (35 pts) —

  As described in Proposal Format, including: Technical experience in performing work of a closely similar nature; experience working with public agencies; strength and stability of the firm; strength, stability, experience, and technical competence of subcontracts, if any; assessment by client references; knowledge of the various permits that may or may not be required; knowledge of applicable laws and regulations.

• Proposed Product (35 pts) —

  Does the proposed product meet the stated requirements or stated objectives? track record (Product recalls, awards, etc.); proposed products life cycle; complexity/ease of use of the proposed product; quality/availability of technical/maintenance, support; warranty coverage and limitations.

• Cost/Lifecycle Cost (30 pts) —

  Reasonableness of the total price and competitiveness of this amount with other offers received; adequacy of data in support of figures quotes; reasonableness of individual costs. What routine operations are required by staff for the normal operation of equipment; what utilities (and estimated annual cost) are required for the operation of proposed product. OC San is evaluating/scoring this RFP criteria based on total cost of ownership associated with normal to long term operation
  and maintenance of the equipment/product.
