Evaluation Criteria

• Experience and Capabilities (35 pts) —

  Proposal demonstrates that the Respondent currently has the ability to process materials at the time the contract is negotiated, or, if it has no present ability, Respondent must provide a timetable for meeting processing commitments.

  Proposed MRF has the capacity to accept the City's recyclables, and the MRF's hours of operation match the City's needs.

  Method for determining if material is contaminated seems reasonable and should meet the City's needs.

  Sample reports are easy to read and provide the detail required in this Scope of Work.

• Quality of Service (15 pts) —

  Proposal demonstrates Respondent’s capability to maintain a successful relationship with a municipality such as the City of University Park. Reference feedback indicates strong customer service, good communication and very few change orders post contract. Any previous experience with the City of University Park may be considered here.

• Processing Fee Structure (35 pts)

  Provide a summary of facilities owned and/or operated by your company.  The Respondent should demonstrate that it currently has the ability to process materials at the time the contract is negotiated, or, if it has no present ability, Respondent must provide a timetable for meeting processing commitments.

• Definition of Contamination (required) —

  Describe your company’s method for determining if material is contaminated.

• Quality of Service (required) —

  Describe your company’s experience in providing the kind of services listed in this RFP. Describe the Respondent’s capability to maintain a successful relationship with a municipality such as the City of University Park. Provide at least five (5) references for similar projects, including:

  • Name of government or entity
  • Contact name
  • Contact phone number
  • Number of years contract has been in place

  Municipal references in the North Texas area are desirable but not required. Respondents are cautioned that the City may check other sources, including public internet sites and unlisted references in order to determine the Respondent’s quality of service.

• Material Recovery Facility (required) —

  Name and address of proposed Materials Recovery Facility for this Contract, along with distance from the 75205-zip code. Provide the hours that this facility will accept deliveries and the capacity available to the City of University Park in this facility.
