This project includes the construction of underground storm drainage pipes in sizes 18” through 30”. The construction will begin just south of SH 107 along Glasscock Road and continue north to Mile 7 ½ and west to Mayberry Road. The project includes construction of inlets, manholes and other storm drainage related items. This project is estimated to be completed in approximate 270 calendar days.

Addendum 1 includes the following items:
The Hidalgo County Drainage District No. 1 will be accepting sealed bids will be received for "Mayberry Rd to Glasscock Rd Drainage Improvements Phase II ” in accordance with the specifications attached hereto. Bids should address all specifications set forth. Bidders may suggest substitutions of features which they feel would be in the best interest of Hidalgo County Drainage District No. 1 (“District”). Strong rationale must be presented for any deviation from the specifications. Hidalgo County Drainage District No. 1 reserves the right to reject the deviation and its effect on the overall bid.
Respondents have two (2) options for submitting a response. Respondents shall submit their response using one (1) of the following methods (DO NOT duplicate submittals by submitting both an electronic and hard copy response. Respondents shall select only one (1) method to respond).:
Any bid received after this deadline will not be accepted and will be returned unopened to the sender.
When hand delivering the packet, Proposer should make sure that the package is stamped with the date and time received by the Hidalgo County Drainage District No.1 staff.

SUBMISSION OUTLINE/CHECKLIST
To assist in ensuring all submissions received are complete, it is recommended for the Offeror to use this Submission Outline as a Checklist prior to submitting a response. All Responses must be submitted in the following order with the guidelines provided within this solicitation.

A Bid Bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the Hidalgo County Drainage District No. 1 or negotiable U.S. Government Bonds (as par value) may be submitted in the lieu of the Bid Bond.
Statutory Bonds by an acceptable surety for performance of the contract and for payment of mechanics and materials suppliers will be required from the successful bidder in the amount equal to 100% of the accepted bid to the Hidalgo County Drainage District No. 1.
BIDS MAY BE HELD by the Hidalgo County Drainage District No.1 for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the contract.
HIDALGO COUNTY DRAINAGE DISTRICT NO. 1 reserves the right to refuse and reject any/all bids and to waive any/all formalities or technicalities, or to accept the bid considered the best and most advantageous to the District.
Hidalgo County Drainage District No.1 will only accept electronic responses that are submitted via the PORTAL: HCDD1 Procurement Portal The DISTRICT will NOT accept telegraphic, emailed, nor responses submitted via facsimile. *When submitting a response electronically, the firm will be required to complete all the sections found in this solicitation in order for the submission to be valid.

Q (Alternates to RCP Pipe): Will ADS HP Polypropylene Corrugated Storm Drain Pipe be allowed as an alternate to Item-1 (30" RJRCP) & Item-2 (24" RJRCP) ?
A: ADS HP Polypropylene Corrugated Storm Pipe will be allowed as an equal substitute to the RJRCP Pipe although RJRCP Pipe will still be required under the roadway crossings. (As per project engineer)
