    Description

    The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Mechanical and Plumbing Services. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Thursday, June 18, 2026. Late responses will not be accepted.

    WSSC intends to establish a Contract for Mechanical and Plumbing Services. The Contractor shall be required to perform Mechanical and Plumbing Services at any WSSC facility located within Montgomery and Prince George’s Counties, Maryland. Mechanical and Plumbing Services include, but are not limited to, the handling, setting, laying out, fabrication, assembling, erecting, installing, maintaining, repairing, replacing, backflow testing, and reconditioning of a variety of mechanical, electrical, and plumbing equipment/systems found within WSSC treatment plants, pumping stations, depots, and office buildings. The Contractor will be required to provide backflow test reports, pull permits, and cover all associated fees.

    WSSC currently has approximately 220 devices across Montgomery and Prince George's Counties that need backflow testing.

    Evaluation Criteria

    • Key Personnel (35 pts)

      The Offeror shall provide comprehensive information about all proposed key team members who will be assigned to this project. The key personnel section must address the following components:

      1. Team Structure and Composition:
        1. Present the organizational chart showing key personnel roles, reporting relationships, and responsibility assignments for all project phases
      2. Individual Qualifications:
        1. Provide detailed resumes for each key personnel, including education, professional certifications, licenses, and relevant work experience
      3. Experience Documentation:
        1.  Detail each individual's years of experience in areas similar to the scope of work, including but not limited to heating, ventilation, and air conditioning equipment (HVAC), plumbing and electrical services.
      4. Team Collaboration History:
        1. Demonstrate previous successful working relationships among proposed key personnel on similar projects, including project outcomes and team performance
      5. Professional Credentials:
        1.  Document relevant certifications, licenses, and specialized training for each team member in their respective technical area
      6. Availability and Commitment:
        1. Provide availability schedules showing each individual's time commitment to this project and current workload with other clients, including active WSSC contracts
    • Firm's Experience (30 pts)
      1. The Offeror shall provide detailed information demonstrating the Prime Consultant’s experience, qualifications, and capability to perform mechanical, plumbing, and electrical services comparable in size, scope, and complexity to the requirements of this contract. At a minimum, the Prime Consultant must meet and document the following experience requirements:

        1. Within the past five (5) years, the Prime Consultant shall have successfully performed a minimum of five (5) projects that included mechanical, plumbing, and electrical services, including HVAC systems. 
        2. Of the five (5) projects submitted, at least three (3) projects must have been performed for clients other than WSSC; and at least three (3) projects must have been performed at water and wastewater treatment facilities, pumping stations, and/or similar industrial environments.

        3. For each project submitted, the Offeror shall provide:
          1. Project name and location

          2. Client name and contact information

          3. Brief description of the project scope and services provided

          4. Contract value and duration

          5. Status (completed or substantially complete)

    • Technical Approach (20 pts)

      The Offeror shall submit a comprehensive Technical Proposal that clearly demonstrates its understanding of the Scope of Work and its approach to successfully perform mechanical, plumbing, and minor electrical services. The Technical Proposal shall address all elements of the work, including but not limited to installation, repair, replacement, and modification of piping systems, pumps, valves, motors, chemical feed systems, and HVAC equipment.

      1. Quality Assurance / Quality Control (QA/QC) Plan
        1. The Offeror shall describe its QA/QC program and procedures used to ensure that all mechanical, plumbing, and minor electrical services are performed in accordance with applicable codes, standards, specifications, and WSSC requirement. The QA/QC Plan shall include, at a minimum:
          1. Procedures for ensuring workmanship quality, system integrity, and operational reliability

          2. Inspection and testing protocols for piping systems, pumps, valves, motors, HVAC equipment, and chemical systems

          3. Documentation and verification processes for completed work

          4. Corrective action procedures for deficiencies or nonconforming work

      2. Data Management and Reporting Strategy
        1. The Offeror shall describe its approach to collecting, managing, and reporting project data related to work performed under this contract. The response shall include:
          1. Methods for documenting work activities, inspections, testing results, and equipment status

          2. Data tracking and recordkeeping processes

          3. Reporting formats and frequency

          4. Ability to integrate data with WSSC systems, including GIS or asset management

      3. Risk Management Approach
        1. The Offeror shall identify potential risks associated with performing mechanical, plumbing, and minor electrical services at active water and wastewater treatment facilities and describe strategies for mitigating those risks. The response shall address:

          1. Safety risks, including working in confined spaces, around chemicals, and energized equipment

          2. Operational risks that could impact plant operations or regulatory compliance

          3. Staffing, scheduling, and material availability risks

          4. Mitigation measures and contingency planning

      4. Project Schedule and Management Plan
        1. The Offeror shall demonstrate its ability to effectively manage and coordinate multiple service elements under this contract. The response shall include:

          1. Project management structure and lines of communication

          2. Procedures for coordinating labor, materials, and subcontractors

          3. Ability to manage multiple work orders or concurrent tasks

          4. Scheduling approach to meet project milestones and minimize impacts to plant operations

      5. Emergency Response Capabilities
        1. The Offeror shall describe its ability to respond to emergency and urgent service requests related to mechanical, plumbing, or minor electrical failures at WSSC facilities. The response shall include:

          1. Availability of personnel for emergency response

          2. Mobilization procedures and response time commitments

          3. After-hours, weekend, and holiday coverage

          4. Experience responding to critical system failures in a water or wastewater environment

    • Price (15 pts)

      Offeror shall provide a price for proposed labor rates in the PRICING PROPOSAL section and submit separately from the Technical Proposal. The labor rate shall be firm for the duration of the contract, base term.
