The City University of New York, on behalf of the College of Staten Island (“College” or “CSI”) requires the services of a Contractor to provide placement digital media advertisements as a means to promote the College’s programs, events, and initiatives as set forth in greater detail in Part 3 of the attached solicitation package. In addition to providing placements, the Contractor will provide all pre- and post-buy analysis of the campaign, including analytics to gauge the effectiveness of target demographics, and engagement with the ad placements. The term of this contract shall be for three (3) years and is anticipated to commence upon receipt of all required approvals. Proposers are further advised to read all sections of this RFP document carefully, with emphasis on all terms and conditions. By tendering a response to this solicitation, each proposer agrees that it accepts all terms and conditions in the package without exception. If a proposer requires clarification on, or seeks to propose an exception to, any of the terms and conditions contained in the solicitation package, all such requests must be made in writing prior to the Question and Answer Deadlines listed in the RFP. Proposed exceptions will be evaluated on a case-by-case basis, and determinations will be published in a subsequent addendum. Bidders are not to rely upon an exception agreed to for a prior contract award or solicitation to govern the terms of the current solicitation – all proposed exceptions must be introduced and incorporated via an addendum issued specifically for this solicitation. A proposer who submits exceptions to the solicitation after the Q&A Period may result in the proposer's submittal being deemed non-responsive by the College. The Procurement Lobbying Act (PLA) Applies to this Solicitation. The restricted period began with the publication of this ad. Compliance Procurement Lobbying Act Required Forms: Vendor shall complete, sign and submit the following forms if they are selected: 1. “Offeror’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)” 2. “Offeror’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k” Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of University Controller (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification. Contact with CUNY: Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law and could result in disqualification of that vendor.
