The County of Sacramento, Department of Health Services (DHS) is seeking qualified public relations, public affairs, advertising, creative services, and marketing agencies to provide consulting support to DHS and its three divisions—Public Health Services, Behavioral Health Services and Primary Health Services—and their associated programs.
The total approximate available budget of $3,600,000 for the anticipated term of July 1, 2026, through June 30, 2029 will be distributed among multiple contractors based on the services they render. Due to uncertain demand and variable availability of funds, a minimum contract amount is not available. If additional funds are made available to DHS for these types of services, the available budget amount could increase

DHS will reject any submissions not substantially meeting all LOI requirements.
The successful applicant(s) shall be required to sign a Sacramento County contract template and must agree to all terms and conditions of the contract with Sacramento County.
This will be the only advertisement of this public notice of request for LOI. The County of Sacramento reserves the right to cancel this public notice and to determine which LOI and/or proposal shall be accepted.
If the County receives more than one qualified response to this request for LOI, the County shall conduct an interview process to be scored by a panel. Only those individuals that meet the minimum requirements of this request for LOI shall be able to participate in the interview process. If the County receives an excessive number of qualified responses the County shall request that qualified applicants submit their resume and other applicable information. The County will then review submitted information and select a limited group to interview. The County will determine which applicants to interview based on applicant’s experience and qualifications. Selected applicants will be contacted and assigned an in-person interview date and time.
Only those individuals that successfully respond to this public notice are eligible to participate in the interview process for these services if an interview process is utilized in the future. In addition, the County reserves the right to make a contract award to one or more bidders for all or part of the services.

To be selected, the organization MUST meet ALL of the following minimum requirements:
Have a location within Sacramento County and must be available for regular meetings with DHS staff in Sacramento County locations.
Have seven or more years of contracted experience working with government clients to build paid and organic, omnichannel, social marketing, public service-oriented campaigns in health services or adjacent spaces, with an emphasis on targeting children, youth, young adults, adults and older adults within culturally, linguistically, sexual and gender diverse communities in Sacramento County.
Have five or more years of contracted experience advising local government staff on external and internal affairs including positioning for education initiatives to shape policy and crisis response management.
Have experience translating/trans-creating health services media campaigns.
Have experience facilitating research (focus groups, A/B testing, surveys) and providing report summaries.
Have experience providing campaign evaluations and reports.
Have experience developing a myriad of professional-grade creative assets, both static and video.
Affirm that the agency is not currently accepting funds from the tobacco industry and will not accept funds for the duration of the contract period.
Be available to schedule regular meetings with the County to discuss, develop and coordinate project deliverables.

The County of Sacramento reserves the right to cancel this public notice and/or issue a Request for Proposals (RFP) for these services, to reject any or all LOIs and/or proposals received, request additional information/documentation from applicants, and to determine which LOI shall be accepted. Only those agencies that successfully respond to this public notice are eligible to participate in the RFP for these services if an RFP is utilized in the future. The County reserves the right to make a contract award to one or more bidders for all or part of the services. Issuance of this LOI in no way constitutes a commitment by the County to award a contract.

Consultants must be capable of producing results-driven public information campaigns that reach Sacramento County’s culturally rich and diverse resident make up. Experience crafting multicultural/multilingual campaigns and knowledge of public health, behavioral health and primary health services is required of all consultants. Priority target audiences are as follows:
Residents of all ages including children, youth, young adults, adults and older adults.
Residents who primarily speak English, Arabic, Cantonese, Farsi, Hmong, Russian, Spanish and Vietnamese.
Residents who identify as Black/African American, Latino/Latinx and Native or Native American.
Residents in self-identified Lesbian, Gay, Bisexual, Transgender/Gender Diverse and Questioning (LGBTQ) communities.
DHS’s three divisions house over 50 programs, all which serve the diverse residents of Sacramento County. Any program within DHS and its respective divisions may request services of the awarded media contractors.
