    Description

    The work for which proposals are invited consists of the furnishing of all labor, materials, and equipment required for the Membrane Softening Improvements project. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin. Bidders shall comply with the President’s Executive Order No. 11246, as amended. The Contractor shall pay wages to each laborer and mechanic at a rate not less than the higher of the minimum wages specified in the current wage determination as published by the State of Ohio Department of Commerce or the provisions of the Davis-Bacon Act. Any Contract or Contracts to be awarded are expected to be funded with assistance from the Ohio Division of Environmental and Financial Assistance Water Supply Revolving Loan Account (WSRLA) and is subject to all applicable State and Federal laws and regulations. Disadvantaged Business Enterprises (DBEs), including small, minority, and women-owned businesses, are encouraged to bids for this project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of bidder and termination of financial assistance or other sanctions. All iron, steel, manufactured products, and construction materials shall also be produced in the United States and comply with the Build America, Buy America Act requirements The Strand Associates, Inc. Bid Submission: Sealed proposals will be received by the City of Oxford at the office of the Service Director, City of Oxford Municipal Building, 15 South College Avenue, Oxford, OH 45056, until 10 A.M. local time, June 1, 2026, and publicly opened and read at that hour and place. The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the lowest and best proposal.
