The work for which proposals are invited consists of the furnishing of all labor, materials, and equipment required for the Membrane Softening Improvements project. Disadvantaged Business Enterprises (DBEs), including small, minority, and women-owned businesses, are encouraged to bids for this project. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Bidders must demonstrate positive efforts to utilize DBEs. Failure to comply could result in disqualification of bidder and termination of financial assistance or other sanctions. The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the lowest and best proposal.
