Minnesota OAR seeks a vendor to develop a Power BI dashboard and technology infrastructure to transform and sustain a $825 million fiscal map of substance use disorder funding across multiple state agencies.
Over the course of the last year, the Minnesota Office of Addiction and Recovery (OAR) completed an initial fiscal mapping exercise that identified approximately $825 million in substance use disorder (SUD) related fiscal year 2024 budgeted funds for grant programs and directly administered activities and spending on Medicaid covered services. This first of its kind effort for SUD spending involved 50+ staff across 10+ state agencies and provides unprecedented visibility into how SUD funding flows through state government – from federal grants and state appropriations to 123 distinct programs serving prevention, harm reduction, treatment, and recovery needs. The results from this valuable first fiscal map currently exist only in static formats – spreadsheets, presentations, and narrative documents – that limit its utility for decision-making. State leaders and agency staff cannot easily access, explore, or analyze this enterprise-wide complex information about SUD funding. OAR is seeking a vendor to develop a comprehensive technology solution to mitigate these limitations with three integrated objectives that address both immediate analytical needs and long-term sustainability of the fiscal mapping initiative. First, the vendor will develop an interactive Power BI dashboard that transforms the $825 million fiscal map into a dynamic analytical tool with self-service access for 50-75 primary users across 10-12 agencies. Second, the vendor will build technology infrastructure and supporting materials for a repeatable process for updating the data that reduces agency burden while FY25 (and future fiscal year) data is collected. Third, the vendor will develop a roadmap that outlines a more centralized process to pull appropriations data from the Minnesota data warehouse, request spending data on Medicaid covered services, and integrate state expenditure data.
