    Description

    The City of Granbury operates an electric distribution utility providing electrical service to residential, commercial, and industrial customers within the Granbury city limits in Hood County, Texas. The City is soliciting quotes from qualified vendors to provide on-site mobile dielectric testing services for Rubber Personal Protective Equipment (“PPE”) and Cover-Up Equipment to ensure compliance with all applicable safety standards and requirements outlined in the scope of work.

    The selected contractor shall furnish all mobile testing equipment, materials, labor, supervision, and qualified personnel necessary to perform the required services. Vendors must provide unit pricing for each testing category and coordinate all on-site service scheduling with the City of Granbury. All work shall be performed in a professional, safe, and orderly manner. Subcontracting of services will not be permitted without prior written approval from the City. The contractor shall also be responsible for any damages resulting from equipment failure, negligence, or errors associated with the performance of the work.

If the required insurance limits are not currently maintained, the vendor must submit a letter stating that the required coverage can and will be obtained prior to contract award.

    Proof of Insurance Requirements

    Vendor must provide a current Certificate of Insurance demonstrating compliance with the insurance requirements set forth herein. If the required coverage limits are not currently met, the vendor must submit a letter stating that the required insurance coverage can and will be obtained prior to contract award.

    The vendor shall maintain, at its own expense, workers’ compensation, property damage, automobile liability, and public liability insurance coverage for the entire duration of any work performed under this agreement. City of Granbury shall be named as an additional insured on all applicable policies, and the vendor shall provide a waiver of subrogation where applicable. Proof of insurance coverage shall be provided to City of Granbury in writing prior to commencement of work.

    Minimum required coverage limits shall be as follows:

    • General Public Liability (Bodily Injury and Property Damage): $1,000,000
    • Automobile Liability (Bodily Injury and Property Damage): $1,000,000

    • Project Details
      The City of Granbury intends to establish an annual contract for Mobile On-Site Dielectric Testing of Rubber PPE and Cover-Up Equipment. The contract will align with the City’s fiscal year, beginning October 1 and ending September 30. At the City’s sole discretion, the contract may be renewed for up to three (3) additional one-year terms, contingent upon mutual agreement between the City and the vendor and the availability of appropriated funds. 
    • Scope of Work

      Vendor must provide mobile on-site dielectric testing compliant with ASTM F496, ANSI, OSHA, and manufacturer specifications.

      Testing Frequency: Twice a fiscal year (October through September)

      Minimum On-Site Quantities:

      • 9 sets of sleeves
      • 9 Class 2 gloves  
      • various covers, line hoses, and rubber blankets

      Testing Location: City of Granbury Service Center Facility at 401 N. Park St. Granbury, TX 76048

      Testing Hours: Monday–Thursday (City business hours)

      Vendor responsible for costs of mobilization/demobilization in case of weather delays.

    • Reporting and Test Records Requirements

      The vendor shall submit comprehensive reports and complete test records following each testing cycle and service visit. Documentation shall include, at a minimum, the following information:

      • Test results for each PPE item tested
      • Compliance status with all applicable standards and regulations
      • Recommended next scheduled test date for each PPE item
      • Quantities of PPE items tested
      • Identification and number of failed items
      • Description of repairs performed and/or recommended corrective actions
      • Failure rate data for each PPE product tested, including quantities tested and quantities failed, when applicable
      • Certification that all testing was performed by an accredited testing facility
       
       
       
       
    • Standards, Safety, and Accreditation Requirements

      All work shall be performed in accordance with applicable OSHA regulations, Granbury Electric Department safety protocols, and manufacturer guidelines and recommendations.

      The vendor shall maintain current NAIL for PET certification (North American Independent Laboratories for Protective Equipment Testing) and provide proof of certification upon request.

    • Reservations

      The City of Granbury reserves the right to:

      1. Reject any proposal not received by the stated submission deadline or determined to be nonresponsive to the requirements of this RFQ.
      2. Reject any or all proposals submitted in response to this RFQ.
      3. Withdraw, modify, or cancel this RFQ at any time and for any reason.
      4. Award contracts in whole or in part, including multiple awards, as determined to be in the best interest of the City.
      5. Utilize awarded contractor(s) on an as-needed and where-needed basis.
