    The New York State Department of State is seeking to identify an organization that will provide English lessons and courses available through mobile devices to new Americans in New York State. The target population for these funds is immigrants residing or working in New York who need mobile English language classes. The mobile English platform will enable users to learn and practice English vocabulary, grammar, spelling, writing, listening, and pronunciation on various topics. The platform must be: Accessible via any type of cellular device. Available to access lessons 24 hours a day. Easy to navigate for individuals of all digital literacy levels Easy to navigate for all English language proficiency levels, including support for pre-literate individuals. Accessible to individuals, including those who are deaf or hard of hearing. Accessible for individuals who are blind or have low vision Accessible for individuals who are color blind. Translate icons, directions, and instructions into 16 ONA-specified languages. All services provided under this grant must be offered at no charge to clients and ONA partner organizations. Providers should maintain the capacity to provide 5,000 licenses at any given time, with priority given to clients utilizing services and programs within the ONA network.
