Oliver via PennBid until 12:00 pm prevailing time on Tuesday, April 14, 2026, for the following project:2026 SIDEWALK AND ADA PROGRAMBase BidThis project involves the removal and replacement of concrete curb, sidewalk, driveway and ADA ramps along Church Avenue, Ottillia Street, and Horn Street, including, but not limited to, site clearing and miscellaneous removals; traffic control; resident notification; erosion and sedimentation control measures; unclassified bulk excavation and fine grading; removal and replacement of concrete curb, sidewalk, driveways and ADA ramps; existing stair adjustments; line striping; existing utility and site feature protection; and site restoration, complete in place.All proposals must be submitted electronically via PennBid (http://pennbid.bonfirehub.com/), before 12:00 PM prevailing time on Tuesday April 14, 2026. At that time Bids will be opened with results publicly displayed on PennBid. No hard copy Bids will be accepted.Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (http://pennbid.bonfirehub.com/).Pennsylvania Prevailing Wage rates are required to be paid on this Project.There will be a Non-Mandatory Pre-Bid Meeting on Thursday April 7, 2026 at 12:00 PM prevailing time at the intersection of Church Avenue and Ottillia Street, Mt. Oliver.This project was financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Bidders shall note this project is funded in part by a Multimodal Transportation Fund (MTF) Grant, and as such, the successful Bidder will be subject to all Program requirements.Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Mt. Oliver in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.The Proposal must be made to the Borough of Mt. Oliver, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. The Bidder is advised that the Borough will award the contract to the lowest responsive, qualified, and responsible bidder based on the total bid submitted. However, the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsive, qualified, and responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.The Borough reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein.The Borough reserves the right to waive any bid informalities or to reject any or all bids. If more time is necessary for the determination of the lowest responsible bidder, the Borough reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted.
