    MUNICIPAL AUTHORITY OF THE BOROUGH OF ELVERSON CHESTER COUNTY, PENNSYLVANIASPECIFICATIONS FOR SEWAGE TREATMENT PLANT IMPROVEMENTS GRANT PROJECTADVERTISEMENT FOR BIDSSeparate sealed bids will be received, by the Municipal Authority of the Borough of Elverson, Chester County, Pennsylvania online via PennBid for the Sewage Treatment Plant Headworks Grant Project until 12:00 P.M. prevailing time, on July 27, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. Bids will be reviewed and recommended for award to the lowest qualified Bidder at the Public Meeting of the Municipal Authority of the Borough of Elverson at their regularly scheduled meeting to be held at 7:00 P.M. prevailing time on July 28, 2026.All documents and solicitation details are available at no cost on PennBid – www.PennBid.net.Contract A – General/Mechanical Contract B – Electrical Contract C – HVACThe project generally consists of removing an existing rotating drum screen at the headworks building and replacing with an owner supplied model, as well as roof replacement and general repairs. Electrical work will consist of disconnecting the current screen from the control panel and connecting the newly installed screen. HVAC work consists of upgrading/replacing the existing system.Any BID received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law.All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the Nondiscrimination/Sexual Harassment Clause as required by the Commonwealth of Pennsylvania and the Commonwealth Financing Authority.The successful Bidder shall be required to execute the Agreement, furnish a Performance Bond and a Payment Bond on the respective forms provided in the Contract Documents, and provide evidence of insurance coverage as required by the Contract Documents.The wages paid on this project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997 by Act 34 of 1997, 43 P.S. 951-963, shall apply to each Contract. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.The Bidder and all subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification’s must be submitted by the Bidder and all subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the bid.Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project.This project will be financed in part by a PA Small Water and Sewer Program Grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority (CFA).The Municipal Authority of the Borough of Elverson reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above Invitation to Bidders is made for the benefit of the Elverson Township Municipal Authority and no rights shall be deemed to accrue to any person making a bid by reason of submission of any bid hereunder or by waiver or non-enforcement of any provision or requirement of this invitation.The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement and the Certificates of Insurance.Municipal Authority of the Borough of Elverson Stephen W.
