At that time, Bids will be opened with results publicly displayed on PennBid. No hard copy Bids will be accepted. Bids may be held by the Municipality of Bethel Park for a period not to exceed thirty (30) days from the date of Bid Opening for the purpose of reviewing the Bids and investigating the qualifications of the Bidder, prior to the award of the Contract. The Municipality of Bethel Park will award the bid to the lowest responsible bidder, reserving the right to waive any informality and accept or reject any and all Bids.All questions must be made in writing through PennBid's public Q&A forum for this project.OWNERS RIGHTS RESERVED: The Municipality of Bethel Park, hereinafter called the Owner, reserves the right to reject any and all Bids submitted for the project and to waive any formality or technicality in any bid in the interest of the Owner.STATEMENT OF NON-COLLUSION: Bidders on the Contract are required to execute a non-collusion bidding certificate.The Municipality of Bethel Park hereby notifies all Bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
