This is an extract from the scope of work the complete Scope can be found as Exhibit A on this platform associated with this RFP: The City of Newberg is currently seeking to retain a consultant civil engineering firm to provide full design services for a substantial upgrade to its Waste Water Treatment plant to include the construction of a new Oxidation ditch (number 3). The Consultant shall provide a wide range of responsible and responsive professional services including, but not limited to, project management, cost estimates, preliminary and final design work to re-construct the wastewater treatment plant in compliance with DEQ regulations and future flow projections. The estimated total budget for this project will fall in the range of $31 – 32 million with a considerable amount of this revenue coming from system development charges. This assumes a 30% contingency in a pricing model developed in late 2025. The exact estimate (late 2025) was $32,181,000. The design services will also include land use and building permit submittals and any needed interface with the city Community Development Department. It is anticipated that pre-application meetings and coordination will occur with our Community Development Department to allow for a smooth regulatory experience. The Consultant is expected to provide a highly qualified and experienced project team and be able to deliver satisfactory products and services in a professional and timely manner. The Consultant is encouraged to propose changes or additions to the scope of work if the Consultant believes that these changes will provide added benefits and timeliness to the Project. Such proposed modifications shall be noted as separate additive or deductive tasks.
