INVITATION TO BIDDERS

Sealed Bids, addressed to North Harris County Regional Water Authority, will only be received electronically using the “E-Bidding” function on the CivcastUSA website (www.civcastusa.com) until 02:00 p.m. local time, Tuesday, July 21, 2026, then publicly opened and read. BIDs received after the closing time will be returned unopened and rejected.  Members of the public who wish to attend the Bid Opening for this project must do so by attending an MS Teams Event. Once registered, an email confirmation will be sent containing the conference access link. There is NO charge to register for the Bid Opening.

General Contractors are invited to attend a virtual pre-bid conference for this project.
A NON-MANDATORY pre-bid conference will be held on Tuesday, June 30, 2026, at 10:00 a.m. local time. To register for the conference, go to: https://tinyurl.com/Project-37A-Pre-Bid-Conference. Scope of Work for the NHCRWA Project 37A consists of the installation of 42-inch, 36-inch, 30-inch, 24-inch, and 12-inch water line through a combination of open cut, and tunneling construction methods, including valves, connections, and appurtenances. The project is constructed from Spring Cypress Road to Malcomson Road through both residential, Harris County and Harris County Flood Control District areas. The work also includes removal and replacement of 12-inch, 10-inch, 8-inch, and 6-inch sanitary sewer as well as removal and replacement of 36-inch, 30-inch, and 24-inch storm sewer including inlets.

A bid bond in the amount not less than five percent (5%) of the total amount of the BID must accompany each BID as a guarantee that the Successful Bidder will enter into a proper Contract and execute Bonds and Guaranties on the forms provided within ten (10) calendar days after the date Contract Documents are received by the CONTRACTOR. Bid Security shall be in accordance with Section 00100 – Instructions to Bidders and Section 00700, Paragraph 5.1.1 of the General Conditions. Contractor shall furnish Construction Performance Bond, Payment Bond and a One-Year Maintenance Bond, each in an amount of at least equal to the contract price in accordance with Section 00800, Part II, Paragraph 6 – Performance and Payment Bonds.

Bidders must register on this website in order to view and/or download specifications and plans for this project. There is NO charge to view or download documents. Bidders may submit questions online through CivcastUSA at www.civcastusa.com.

Bidders must register on the CivcastUSA website in order to submit bids. No physical hardcopy Bids will be received at OWNER’s offices. In addition, electronic signatures on bid documents are acceptable in lieu of original signatures.

This contract is contingent upon release of funds from the Texas Water Development Board. Any contract or contracts awarded under this Invitation for Bids is/are expected to be funded in part by a loan or grant from the Texas Water Development Board. Neither the state of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract.    

The OWNER reserves the right to reject any or all BIDs and to waive technical defects in bidding.
