    Description

    NORTH COVENTRY TOWNSHIP is soliciting SEALED BIDS for our 2026 Road Program to be submitted via the PennBid Program (https://pennbid.procureware.com), until 12:00 p.m., March 20, 2026. A summary of bids received will be displayed on PennBid immediately after bid opening. The contract will be considered for award by the Board of Supervisors during their regular meeting on March 23, 2026 at 7:00 p.m. The project includes approximately 60 tons of 4" compacted 25 mm base repair; 1.5" curbline milling over an 8' width (Chestershire Place); 1.5" full-width milling( E. Hunters Run Rd.), milling of all joints and utility castings, utility adjustments; approximately 250 tons of leveling course; installation of Mirafi PV600 paving fabric or PennDOT/Township-approved equal; and placement of 1.5" compacted 9.5 mm Superpave PGS-22.3 (<3 million ESALs) wearing course. Work also includes sealing of all curbs, joints, and utility castings for the Chestershire Place development. Bidding documents are available at no cost via the PennBid Program (https://pennbid.net). Winning bidder to pay all associated PennBid fees. Proposals shall be accompanied by a bid security in the amount of ten percent (10%) of the total amount of the proposal. Proposals shall be effective for ninety (90) days from the date of opening. The successful, responsible low bidder will be required to provide a 100% performance and 100 % maintenance bond or certified check, both within twenty (20) days after the contract is awarded. Proposals shall be submitted on the forms furnished by the municipality. The municipality reserves the right to waive any non-material defects or irregularities in the bid, and to reject any or all bids or portions thereof. This contract will be subject to PA Prevailing Wage Requirements and will be funded by Pennsylvania Liquid Fuels funds. Liquidated damages apply at the rate of $885 per calendar day.
