If a bank cashier’s check is used, it must be delivered to the Owner’s address prior to the Bid opening and must be enclosed in an opaque envelope with the project title and the name and address of Bidder.The scope of work associated with the Paving Projects includes, but is not limited to, profile milling, placement of scratch courses, placement of wearing courses, and reapplication of pavement markings along Heffelfinger Road and Morrissey Drive. For the Paving Projects contract, bidders are advised that prevailing wage rates and record-keeping procedures established by the Pennsylvania Department of Labor & Industry shall apply, and that minimum salaries and wages as set forth in the Contract Documents shall be paid on the project.The scope of work associated with the Oil & Chip Projects includes, but is not limited to, application of a bituminous seal coat (i.e., oil & chip) and includes reapplication of pavement markings along Emma Road and Halfway Drive. Oil & Chip work is classified as maintenance and, therefore, does not require prevailing wage rates.The Fuel Contract includes procurement of approximately 11,000 gallons of 15 PPM Ultra-Low Sulfur Highway Diesel and 2,000 gallons of 87 Octane Unleaded Gasoline to be delivered to the Township Building.Bidders for the Paving and Oil & Chip contracts must be PennDOT prequalified for the relevant work in order to submit a bid. Bidders shall submit a copy of their PennDOT ECMS Pre-Qualification Certificate. Proof of PennDOT prequalification is also required for any subcontractors.North Lebanon Township hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects or irregularities in any bid at its sole discretion.
