Other work as indicated in the Contract Documents.Contract #2: The project includes: disconnection of existing power, control, and communication cabling; installation/removal of temporary UV Disinfection system power, control, and communication conduit and cabling; and installation of power, control, and communication conduit and cabling to new UV Disinfection system, including wiring terminations. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.Instructions to BiddersBid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10% of the total bid. Performance financial security and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the Project Manual, and evidence of all required insurance as set forth in the Bidding Documents, must be furnished by the successful Bidder at the time set forth in the Project Manual.All questions about the meaning or intent of the Bidding Documents are to be submitted vis PennBid to Herbert, Rowland & Grubic, Inc. in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. Any and all questions received after 2:00 PM on February 24, 2026 regarding the project will not be acknowledged.No pre-bid meeting will be held. A time to visit the existing WWTF UV Disinfection System, will be set up on PennBid. All questions shall be submitted in writing via PennBid.For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.Statutory RequirementsBidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022 , known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.The CONTRACTOR shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, age, religion, sex, or national origin. This contract is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions.This contract is subject to Pennsylvania Human Relations Act 222 conditions.The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.It is brought to the attention of the Bidder that the Project will be partially funded by a Commonwealth Financing Authority (CFA) Local Share Account grant. Bidders shall comply with CFA Local Share Account grant requirements.This contract is subject to the Steel Products Procurement Act.All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).The Northwestern Lancaster County Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Earl Township Sewer Authority, and to reject any or all proposals.
