    Date: March 8, 2024 Project: Meals Hill Park Development Phase 1 Contract Number: 2151 Bids Due: To Be Determined Pre-Bid Meeting : To Be Determined The City of Valdez was awarded a grant through the US Department of Commerce Economic Development Administration. This federal funding will be applied to a future solicitation for the construction of park facilities and trails located in Valdez, Alaska. Bid documents and formal advertisement are forthcoming. Applicable grant provisions and federal requirements will be found within the bid package when posted. Interested bidders are encouraged to subscribe for notifications to the City’s ‘Bids’ page. The project will be advertised in the Anchorage Daily News as well. The bid posting is anticipated to be uploaded in the month of March. This project includes, but is not necessarily limited to: Construction of the Schedule A Work includes a main access area with parking and drop-off zone to Meals Hill Park, entry plaza, approximately 0.9 mile long multi-use pedestrian trail, scenic overlooks, vault toilet, and a picnic shelter. Work includes earthwork, gravel surfacing, cast-in-place concrete, curb & gutter, asphalt pavement, pedestrian fencing, landscape berms, interpretive and wayfinding posts as well as installation of owner provide materials including steel picnic shelter, vault restroom, benches, trash cans, gates, kiosks, topsoil & seeding, and wayfinding sign panels. Construction of the Schedule B Work includes the design and construction of four walking trails (Valdez Vista Overlook Spur, Valdez Vista Trail, Valdez Vista Spur, and Bog View Trail) and two mountain bike trails (Forest Flow and Alder Flow). Included for each trail segment is a Design Memo, Design Standard, Trail Management Objectives that provide detailed trail specifications, and GPS data of the general layout in a kmz file format. Engineers Estimate for construction of Schedule A is between $1,000,000 and $ 1,750,000. Engineers Estimate for construction of Schedule B is between $750,000 and $ 1,250,000. **THIS BID WILL BE HOSTED BY BID EXPRESS** Bid documents are only available online through Bid Express. In an effort to make the solicitation process more efficient and cost effective for both vendors and the agency, the City of Valdez Capital Facilities Department has adopted an electronic bidding process for this solicitation. Electronic bids must be submitted at the City of Valdez solicitations page on Bid Express here All bids must be submitted electronically through Bid Express at www.bidexpress.com. Hard copy or paper submissions will not be accepted. Bids shall be submitted on the forms furnished, or copies thereof, and must be manually signed in ink (except for where electronic signatures are required for bid submission). Original manually signed bid documents will be required from the successful bidder. If erasures or other changes appear on the forms, the person signing the bid must initial each erasure or change. The Bid Form will provide for quotation or price for all items. Bidders must quote on all items. Failure to do so may result in disqualification. Alternative bids will not be acceptable unless requested. Bids can be modified until the bid deadline on Bid Express. Modification by facsimile or email will NOT be allowed for bids.
