    NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Canyons School District Department of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The requesting department submitted this form to Purchasing stating that this purchase is a sole source. The Purchasing Department intends to award a contract without competition if it is determined, in writing, that: • There is only one source for the procurement item; • Transitional costs are a significant consideration in selecting a procurement item; or • The award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Attachments section, Purchasing has included the requesting department's justification to award a contract without engaging in standard procurement process. Determination of Other Interested Suppliers The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the specifications of this notice. Any such supplier must submit the following information: The name of the contesting person; and A detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. In addition, a supplier should include: Documentation that your firm can provide a comparable or better procurement item that meets or exceeds the specifications; Documentation that your firm can also provide the same proprietary procurement item or an equivalent procurement item; and If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with your firm’s anticipated transitional costs. Regardless of any prior communications with Purchasing or the requesting department, all suppliers interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above. Responses can be sent to the buyer noted in the Bid Contact Information portion of this notice. DO NOT CONTACT PURCHASING OR CANYONS SCHOOL DISTRICT Any questions regarding this notice, including additional information, can be obtained via the Questions section of this solicitation during the publication period. No action is required if you agree with this notice. If, after the public notice period has passed, Purchasing determines that there are other interested and qualified suppliers that meet the specifications of this notice, a contract will not be awarded pursuant to this notice. If, after the public notice period has passed, no valid challenges have been received, Purchasing may award a contract to the identified supplier without competition. Please read the entire form very carefully before responding to this notice. Product and/or service to be purchased: The Utah Parent Center/ Help parents help their children, youth, and young adults with disabilities to live included, productive lives as members of the community. The mission is to provide accurate information, valuable, empathetic peer support, and effective advocacy through parents-helping-parents. A Utah Parent Center (UPC) Parent Consultant, helps to put a child with a disability on a pathway for success. The child with a disability is put at the forefront as parents and the school work together as a team to meet Federal IDEA guidelines. This consultant helps the parents of the child with disability to better understand and apply relevant federal regulations for section 504 and IEPs. The UPC consultant helps to address challenges associated with behavior and mental health-related disabilities, trains parents to be partners in the IEP process, Provides accurate training, information, and resources to parents and by extension, school professionals. They work to reduce escalations, as well as costly and time intensive dispute resolution issues by utilizing a collaborative approach and strengthening relationships between the parent community and the professionals that serve them.
