Notice of Intent to Sole Source - Real Time Crime Investigation System

Notice is hereby given that the City of Homestead, intends to award a contract on a sole source basis for the procurement of a real time crime investigation system.

The City intends to negotiate and award a contract to the following vendor:

Evaluation Criteria

  LeadsOnline LLC shall provide a subscription-based crime investigation software platform, including access to its proprietary database and investigative tools, as well as ongoing support and system maintenance.

  The City requires a specialized investigative software platform that enables law enforcement personnel to search, analyze, and cross-reference transactional and investigative data, including pawn transactions and secondhand dealer records, in support of criminal investigations. LeadsOnline LLC provides a proprietary law enforcement investigative database and software platform used nationally and is uniquely positioned to provide these services.

  Any person or firm that believes they can provide equivalent goods and services may submit a written statement of qualifications and supporting documentation demonstrating their ability to meet the City’s requirements.

  If no responsive submissions are received by the deadline, the City will proceed with the sole source award without further notice.

  This notice is issued in accordance with applicable procurement regulations and City Code.

  Respondents are responsible for all costs incurred in the preparation of this response. The City shall incur no obligation or liability whatsoever to any vendor or any third party by issuance of this request.
