    Submission Requirements

      The City of Murfreesboro seeks to retain the services of qualified engineering firms for the construction and inspection services related to the construction of the West Rutherford Blvd. Extension. Proposers should demonstrate proven experience and knowledge with similar projects.

      The services may include all or parts of the following:

      • Construction Engineering and Inspection (CEI) services for the duration of the project
      • Performing full-time inspection services for bridge construction activities over I-24, including structural elements, traffic control coordination, and safety compliance
      • Providing inspection services for roadway construction activities on an as-needed basis, scaled to active construction operations
      • Coordinating with the City, Contractor, utilities, and other stakeholders to ensure efficient project delivery
      • Monitoring contractor compliance with plans, specifications, TDOT standards, and City requirements
      • Providing documentation, reporting, and recordkeeping necessary to support project administration and payment

      Contract Method of payment will be direct cost plus net fee with an estimated schedule of approximately thirty (30) months.

      TDOT pre-qualified firms may request consideration by submitting letters of interest and qualifications to Cathy Smith, Purchasing Director.  All letters of interest and qualifications must be uploaded to the City’s online procurement portal, OpenGov, on or before 2:00 p.m. local time Wednesday June 24, 2026.  The letter of interest and qualifications shall indicate the scope of services to be completed by any sub-consultants.  Interested firms must have an online account and may register with OpenGov at:

      The City will evaluate the prequalification statements for those submitting letters of interest and qualifications and choose several finalists to respond to an RFQ. The responses to the RFQ will then be evaluated to choose the firm who would be the most viable candidate.  The factors that will be considered in evaluation of proposals are:

      • Firm experience, credential and staff qualifications and availability (35%)
      • Past experience in the required disciplines with the City and/or other agencies and demonstrated ability to meet schedules without compromising sound engineering practice (35%)
      • Evaluations on prior projects of similar nature, if available (5%)
      • Knowledge of and experience with construction of bridge structures over active interstate facilities, including maintenance of traffic, lane closure coordination, and complex traffic control operations (25%)
