    BACKROUND INFORMATION The mission of the New York State Unified Court System ("UCS") is to deliver equal justice under the law and to achieve the just, fair and timely resolution of all matter that come before our court. The UCS Office of Court Administration's ("OCA") Division of Grants, Contracts & Procurement ("DGCP") is solicitaing proposals via this Request for Proposals ("RFP") for the purpose of providing technical assistance for the Youth Part courts in seven (7) counties participating in the Empowering Through Wellness to Prevent Gun Violence Initiative as decribed in Article II, Project Information. The Raise the Age Law lanched in New York State on October 1, 2018, which ushered in a new paradigm requiring a fundamental restructuring of New York's juvenile and criminal justice systems. Raise The Age is rooted in brain science with the fundamental premise that adolescents are not adults; they are children transitioning to adulthood. Prior to 2017, New York had remainied one of the last states in the country that continued to treat 16-year-olds as adults for purposes of criminal liablilty. The new law statutorily created a Youth Part in each county's superior court having exclusive Jurisdiction of all cases involving Juvenile Offenders (13-to15-year-olds) who are accused of committing felony-level offenses. While many of these cases may be transferred to the Family Court, most cases involving the use of firearms remain in the Youth Part. PROJECT INFORMATION The UCS is the recipient of a Byrne State Crisis Intervention Program grant (the "Grant Award") by the U.S. Department of Justice, Bureau of Justice Assistance ("BJA") through the New York State Department of Criminal Justice Services ("DCJS" or the "Grantor") to establish direct relationships with community-based violence interruption programs and pilot interventions for youths charges with gun-related offenses, to prevent future crime and promote community safety. The DGCP, on behalf of the Office for Justice Initiatives (“OJI”), is issuing this RFP to solicit proposals from qualified applicants to provide technical assistance to support the goals outlined in the grant related to youth gun violence prevention and community-based violence prevention initiatives for the seven (7) counties in New York State identified as the pilot sites for the Empowerment Through Wellness to Prevent Gun Violence Initiative (the “Project”). The goal of the New York State Empowerment Through Wellness to Prevent Gun Violence Initiative has two main components. First, to support community-based violence intervention programs, which serve as an effective solution to combat gun violence and to reduce firearm-related deaths, in the seven (7) counties identified as having the highest number of youth gun-related offenses: Kings, Bronx, Erie, Monroe, Nassau, Suffolk, and Oneida. Second, to develop new training programs for our Youth Part courts (“Youth Parts”), emerging adult, and problem-solving court, and Family Court judges and staff on the relationship between gun violence, education, mental health issues, community safety and well-being and diversion. The locations of the Youth Parts in each county are in Exhibit 7 (Location of Youth Parts in Each County). Pursuant to the terms of the Grant Award, $141,615 is the maximum available funding for Project Services (as set forth in Article V below) performed during February 1, 2026 – September 30, 2027, provided, however, that such period may be extended upon mutual agreement of the Grantor and UCS (the “Project Term”). UCS anticipates that the selected applicant(s) will be designated a “subrecipient” rather than a “contractor” for purposes of federal requirements of the Grant Award. UCS reserves the right to request a no-cost extension of the Project Term from the Grantor. Note: Throughout this RFP, the terms bidder, proposer, vendor and applicant are used interchangeably, as are RFP, bid and solicitation AWARD UCS intends to award one contract for a term commencing on or about February 1, 2026 and terminating on or about September 30, 2027 (“Contract Term”). Awarded contractor shall be contractually obligated to provide the Project Services (as described below) for the Project Term, as it may be amended or extended. UCS and awarded contractor shall communicate regularly concerning the remaining amount of grant funds and the approximate timing of complete expenditure. This RFP seeks technical assistance support to support the goals outlined in the grant related to youth gun violence prevention and community-based violence prevention initiatives in the Youth Part for seven (7) separate Counties, as described in the grant chart above. MINIMUM QUALIFICATIONS Proposals will be considered only from applicants who meet the following minimum qualifications: · Individuals or organizations with at least three (3) years of experience performing services relevant to those described herein. · Qualified applicant must demonstrate knowledge of evidence-based practices in youth violence prevention and have experience in providing training and technical assistance in related subject areas or settings involving justice-involved youth, community violence, or prevention programming. · Qualified applicants must have the capacity to provide Project Services (as set forth in Article V, below). Please note: Individuals or organizations listed as ineligible on the federal System for Award Management due to suspension or debarment or that have had a contract with the State of New York terminated for cause within the past three (3) years are ineligible for a contract award. PROJECT SERVICES UCS seeks proposals describing how the applicant will provide the services listed below (“Project Services”). The selected applicant shall be required to: 1. Provide targeted intensive technical assistance, training, and evaluation through an action research approach in the courts across the seven (7) participating counties (Kings, Bronx, Erie, Monroe, Nassau, Suffolk, and Oneida) engaged in youth gun violence prevention and community-based violence prevention initiatives in the Youth Parts. 2. Collaborate with the UCS Office for Justice Initiatives/Division of Youth and Emerging Adult Justice (the “Project Team”) to determine the most effective strategies to support education and training for Judges in the Youth Parts, emerging adult courts, and Juvenile Delinquency courts. 3. Assist in planning a minimum of five (5) regional in-person trainings each year with a focus on youth gun violence prevention education. The audience would consist of multidisciplinary teams including, but not limited to: judges, court attorneys, clerks, resource coordinators, and community stakeholders. 4. Collaborate with Project Team and stakeholders from the seven (7) pilot sites to support the development and implementation of both in-person and virtual programming to engage judges, court professionals, community stakeholders, and youth-serving organizations. 5. Plan and facilitate training programs and/or webinars on topics related to youth gun violence prevention, community-based interventions, trauma-informed practices, and other relevant issues. These programs and/or webinars are in addition to the five (5) regional annual trainings. 6. Develop and disseminate resource materials, including toolkits, tip sheets, bench cards, or handouts, to complement training efforts and support ongoing education and capacity-building. Separate sets of materials shall be developed relative to each training topic. 7. Provide subject matter expertise, curriculum development, and logistical support to ensure high- quality, accessible training content aligned with grant objectives. 8. Assist in collecting and maintaining all data as required by the Grantor. 9. Maintain documentation (such as project logs, reports, and records) in appropriate files and database(s). 10. Provide feedback to the Project Team on an ongoing basis to promote continuous quality improvement and make recommendations for data-informed policy changes. 11. Provide a written report for each of the seven (7) counties summarizing the technical assistance and services provided to both UCS and the pilot sites. 12. Provide appropriate supervision and oversight for any staff included in this project.
