    • The below is a Draft Scope of Work reflecting a scope of services requested.

        Scope of Work
      General
      RTD operates and maintains a multitude of bus and rail facilities throughout the Denver Metro Region, including light rail and commuter rail corridors, Park-n-Rides, parking structures, maintenance buildings, and other miscellaneous office buildings. The services described under this Scope of Work are intended for the On-Call Construction Contract to support RTD in general construction activities to the RTD infrastructure. The value of these construction activities may vary due to the specific scope of work needed and budgets. The individual project budgets per work order can vary between $20,000 to $250,000.


      Project Goals 
      The following goals have been established in priority for the Proposed Work Order
      •    Provide finished products that meet RTD’s overall needs, including Small and Disadvantaged Business Commitment participation goals.
      •    Meet the schedules established in the work orders.
      •    Provide a safe and quality product.
      •    Minimize inconvenience to the public.


      Project Expectations
      The construction by the On-Call Contractor at each project site shall be completed in accordance with the executed Work Order-specific scope of work. Specific site details, as well as individual site drawings will be made available at the time the Work Orders are issued. RTD will provided with each Work Order; Approved Issue for Construction plans, detailed specifications, and schedule of values.  Bid items will be on the individual schedule of values included in the pricing proposal. RTD may elect to follow CDOT or other local agency specifications. 
      RTD anticipates Work Orders to include emergency repairs, maintenance or code upgrade to facilities, roadway improvements adjacent to railroad or other facilities, or other construction activities that RTD requires for state of good repair necessary to operate the Transit Agency. Specific elements of the work could include, but not limited to the following: 
      1.    Clearing and grubbing
      2.    Removals (i.e.: trees, riprap, concrete, etc.)
      3.    Earthwork
      4.    Utilities (water supply, sanitary sewer) – removal, installation, etc.
      5.    Removal, installation or repair to storm sewer systems (including detention ponds)
      6.    Erosion control
      7.    Retaining walls
      8.    Roadway Guardrail (installation or repair)
      9.    Paving (i.e.: asphalt and concrete)
      10.    Sidewalks and other concrete flatwork
      11.    Curb & Gutter
      12.    Lighting
      13.    Signing and striping
      14.    Traffic signal installation
      15.    Intersection improvements
      16.    Landscaping
      17.    Irrigation systems
      18.    Fencing (various types)
      19.    Miscellaneous repairs to Parking Structures 
      20.    Construction along railroad facilities including:
      a.    Adjacent Roadway grade adjustments
      b.    Repair or replacing precast crossing panels to match top of rail elevations for track road crossings
      c.    Trackside trickle channel
      d.    Track underdrain cleaning and repair
      21.    Construction surveying


      RTD will expect the On-Call Contractor to provide with each Work Order a detailed cost proposal, Work Plan, list of subcontractors, SBE participation, and detailed construction schedule.  The On-Call Contractor will provide sufficient staff to manage the work and provide necessary oversite of subcontractors. Key Personnel shall be identified, including availability during Contract performance periods. The On-Call Contractor shall be responsible for execution of the Work Order including but not limited to the following: site investigation to verify existing conditions, performing construction survey, utility coordination, erosion control, traffic control, as-built drawings of the constructed work, and any other requirements as defined by the Contract Documents necessary to complete the work. The On-Call Contractor shall obtain all required permits from the municipality and/or agency where work will occur. Including RTD Right of Entry Permits, Building and Grounds Access Permits, and Rail Access Permits (both Commuter Rail and Light Rail) https://www.rtd-denver.com/business-center/construction-engineering/right-of-way-agreements-and-permits .   The construction and street occupancy permit fees will be reimbursed to the Contractor based on an actual invoice from the municipality. Payment will be withheld until such invoice is received and approved. The Work will take place in several different jurisdictions. Final acceptance may need to be obtained from the Colorado Department of Transportation (CDOT), or local government entities.  It shall be the Proposer’s responsibility to ensure that the appropriate authority is given the opportunity to perform inspections and to close permits and achieve final acceptance/ certificate of occupancy for all work. 


      The On-Call Contractor shall self-perform a minimum of 30% of the executed Work Order.  Sub-contractors and Major Participants are not included in the self- performance calculation unless they are part of the prime team.
      When working within close proximity to either the RTD Light Rail or Commuter Rail fixed guideway, On-Track Safety Training is required for all construction field staff, including Project Manager, Construction Manager, Construction Field Superintendent, and any subcontractors that work onsite.  Information on this training can be found at the corresponding link.  https://www.rtd-denver.com/business-center/construction-engineering/railroad-safety.  Cost for Commuter Rail training to be paid for at the Contractor’s expense.  

       
      The Contractor shall have insurance and bond requirements as prescribed in Exhibit 2 of the Terms and Conditions.
      RTD will perform the Construction Quality Control testing and will acquire property, if necessary, needed for each work order.


      Execution of Work
      Following the issuance of a Proposed Work Order, the On-Call Contractor will have ten (10) calendar days after receipt in which to perform site inspections and respond to the RTD with a price quote to accomplish the Work.  RTD will then execute the Work Order if the price is found to be acceptable. Once Notice to Proceed on a Work Order is given, the Contractor has five (5) calendar days respond to RTD with detailed a Construction schedule and anticipated start date to begin construction activities. 


      Important: Upon signing any Work Order, the Contractor assumes all costs to perform the work required by the Work Order as written. Any site-specific items visually apparent through a site inspection prior to executing the Work Order, which is not identified as an "Extra" by the Contractor prior to execution, shall be considered subsidiary to items listed in the Work Order.


      Payment
      Payment will be made on quantities of work performed based on contract unit prices and units shown on the bid schedules. Measurement of said quantities shall be as called for in the proposed work order; measurement may be on a plan quantity, or actual quantity basis as determined by the RTD Engineer. Payment of completed work will be based on measured quantities as determined by the RTD Engineer.
      Once the Work Order is executed and the project has begun, differing site conditions may be encountered by the Contractor from those as shown in the Executed Work Order. In such a situation, the provisions of Section A3.7 of the Construction Terms and Conditions of this Contract referring to Differing Site Conditions and the change order process shall apply.

The RTD service area encompasses portions of the eight-county region including the City and County of Broomfield, the City and County of Denver, the Counties of Adams, Arapahoe, Boulder, Douglas, Jefferson, and Weld.

      The same information will be gathered from different vendors and may be used in the formulation of a future Request for Proposals (RFP). Pricing data should not be included in your response. No contract will be awarded as a result of this Request for Information (RFI). 

      RTD invites vendors capable of carrying out the Sample Scopes of Work included herein with this RFI to provide information regarding the services that meet the needs of RTD as described above and in the Draft Scopes of Work. The outcome of this RFI would be a Request for Proposal (RFP) for the services described above and in the Draft Scopes of Work.

      1. Addenda to RFI
        In the event that it becomes necessary to revise any part of this RFI, or if additional information is necessary to enable potential respondents to make an adequate interpretation of the provisions of this RFI, an addendum to the RFI will be provided to each recipient of this RFI.
      2. Pre-Submittal Meeting(s)
        RTD will host the Project Overview to be held remotely at the link provided above on Wednesday, April 29, 2026 (2:00 pm). The Project Overview will be an opportunity for Respondents to ask questions about the project and the Draft Scopes of Work.
      3. Inquiries
        Questions about this RFI shall be submitted to Purchasing Agent, Ron Bibeau, due by 4:00 pm on Thursday, May 7, 2026, via RTD’s online procurement portal, OpenGov.
      4. Post Submittal Meeting(s)

        Following the RFI Submittal due date, RTD may hold individual 1-on-1 meetings with Respondents if a Respondent requests. During the 1-on-1 meetings, Respondents may ask additional questions about the project and provide additional information regarding the Respondent’s RFI Submittal. One (1) hour will be allotted for each 1-on-1 meeting and the meetings will be held remotely. Scheduling of 1- on-1 meetings will be based on mutual availability.

        From the issuance date of this RFI, Ron Bibeau, Procurement Specialist - Lead, is the sole point of contact for RTD and RTD’s project team members concerning this RFI.

        Respondents’ questions must be submitted in writing via RTD’s online procurement portal, OpenGov. All requests for clarifications must be made during the Inquiry Period. RTD has no obligation to respond to questions or requests for clarifications that are not submitted in writing and/or submitted outside of the Inquiry Period. Except as provided below, RTD’s responses to all inquiries properly submitted will be answered in the form of an addendum that will be provided to all recipients of this RFI via RTD’s online procurement portal, OpenGov.
