    Description

    The City of Tucson Water Project Management Section of Planning and Engineering Division is conducting a competitive ONE-STEP process to retain up to TEN (10) CONSULTANTS for the professional services of engineering consultants/firms to provide contract documents for construction plans, specifications, and construction cost estimates for new and replacement of potable and non-potable water distribution and transmission mains. Contract documents will include pipe corridor route study; pipe alignment, profile, material type, and sizing; hydraulic analysis; short main replacement; meter relocation with private plumbing; permanent and temporary On-Call construction easements; design memorandum; utility conflicts; traffic control; utility trench pavement; survey; and post design construction administration and inspection services. Individual project limit not to exceed one million dollars ($1,000,000). However, each project limit will be based on the project scope of work and needs for Tucson Water. Individual project will determine scope of work; budget; and schedule to accommodate wide variety of needs as determined by Tucson Water.

    • Experience and Qualifications - Project Team (30 pts)
      1. Provide a cover letter describing your firm’s qualifications for providing on-call professional engineering services for Tucson Water distribution and transmission mains and the firm’s interest in delivering the services. (Maximum 2 pages).
      2. Provide experience and qualifications of key team members including any licenses, registrations, or certifications applicable to the proposed work.
      3. Identify team experience on water infrastructure related projects and the extent of team involvement including time commitment & primary functions for the firm as it relates to managing water infrastructure projects.
      4. Describe experience and qualifications of the team in the following areas:

      a. Principals Involvement

      b. Registered Professional Engineer

      c. Project Manager, CAD Production staff, & Supporting staff

      d. Key Sub-consultants

      1. Submit qualifications of the firm and explain why your firm is especially well qualified to perform the required services.

      a. Identify the following internal policies and procedures that will be used to assure a quality product and completion of the project on schedule and within budget:

      i. Management & Organization Capabilities

      ii. Quality and Cost Control Internal Procedures & Polices

      b. Identify and include qualifications of any critical sub-consultants or subcontractors, including any potential Small Business Enterprise (SBE) Firms. Focus on providing support to execute

      delivery related to distribution and transmission mains projects.

      c. Indicate whether or not your firm has been involved in any litigation or has filed bankruptcy.

    • Firm Design Experience on Similar Projects & Past Performance (30 pts)
        1. Provide the experience of the proposed firm on similar projects.

      a. Identify each team member’s role in the projects identified. Specify if work was completed while employed under submitting firm or another firm.

      b. Identify type and location of similar work to illustrate the work quality.

      c. Show how the experience relates to the Scope of Work outlined.

    • Project Approach and Methodology (10 pts)
        1. Discuss the experience and qualifications for your firm’s ability to successfully complete distribution & transmission water main projects from initial conceptual planning to design, construction, and as-built completion.

      a. List Investigation & Data Management Approaches for projects of similar size and scope.

      b. Describe Your Firm’s Planned Approach for projects of similar size and scope.

      c. Describe Your Firm’s Planned Methodology for projects of similar size and scope.

      d. Describe analytical tools commonly used by your firm applicable to this project.

    • Other Considerations & Available Resources To Complete The Project (10 pts)
        1. Describe the resources commonly used by your firm applicable to this project.
        2. Indicate the availability of the resources.

      a. Submit a typical Organizational Chart of personnel to be assigned to a project together with the specific aspects of the project to which the designated individual will be involved.

      b. The chart should show the estimated time commitments of project manager and core project staff as a percentage of the unit total time for a project.

      c. The chart should clearly show if team members are from local or other offices or from associated firms.

        1. Describe current work load for project manager and core staff and their availability for next three years to work on Tucson Water Capital Improvement Program (CIP) projects on as-needed basis.
        2. Describe internal measures that will be used to ensure timely completion of project.
        3. Describe any Special or Unique Knowledge your firm has.
        4. The resultant contract is subject to the City of Tucson’s SBE requirements per Attachment SBE Provisions. Describe how the Offeror intends to ensure that established SBE requirements and goals will be met for eligible projects.

    Q (Subconsultants): For the subconsultants we include on our team Organizational Chart – are we limited to using only those, or can we add/use new subconsultants during the lifespan of this contract?

    Q (Subcontractor Selection Plan): Please confirm that a subcontractor selection plan is not required for this solicitation. On the previous solicitation for this on-call in 2020, the requirement to submit a subcontractor selection plan was removed as part of Amendment 1 to that RFQ. According to ARS 34-603.C.2.e., a subcontractor selection plan is for procurement of construction services. Since this current procurement is not for construction services, but for professional design services, a subcontractor selection plan should not be required. Instead, the project team should include appropriate subconsultants necessary to deliver the needs of the contract.

    A: The Subcontractor selection plan is not required for this solicitation. An Addenda to follow deleting the Subcontractor selection plan listed within the evaluation criteria. Note to future contract award: An SBE Plan will be required for future projects to the awarded contract(s) with a value of $100,000 or more based on the Attachment titled "SBE Provisions" and the City Procurement Code, Sec. 28-151.1., titled SBE Plans for Eligible Design Projects.
