Q (RSVP): There was no indication of where to add in attendee names for the pre-proposal, only an RSVP button. Do you need actual attendee names?
A: There are RSVP instructions under the Attachments tab which explains how to add attendee's names. Names of those actually attending are required to allow access to the CVG Centre.
Q (Minimum Qualifications): Under Item 1C: Qualified Staff and Capacity, both a licensed professional Engineer and a professional Geologist are required. If the program areas being proposed on do not typically require both of these professions, is it acceptable to only have those applicable, or will that result in a deduction of available points.
A: This minimum requirement has been updated to include more details. See Addendum #1.
Q (Page Limit): Will the response for 2.4 count towards the 15-page limit?
A: No, the Sample Project Proposal will not count towards the 15-page limit.
Q (Appendices ): Where should Appendices A and B be uploaded?
A: A Questionnaire option was added. See Addendum #1.
Q (Appendix B): Should Appendix B be full-page write-ups with contact info, or just contact information for clients?
A: Appendix B should be Resumes listing all experience relative to the requirements of this RFP.
Q (Sample Project): The RFP requests a proposal for a sample project involving waste management, as referenced in the attachment. It appears that a range of services may be considered, and there does not appear to be a requirement to include waste management in the response. Given that this section is weighted at approximately 20% of the evaluation criteria, could you please confirm whether the sample proposal must focus exclusively on waste management services, or if proposals for other service areas are also acceptable?
A: A sample project is needed to be able to compare all firms applying to the opportunity. The “Compliance Support” category is where all firms are generally expected to have the experience to support. The sample project proposal fits within the “Compliance Support” category as most firms should have personnel that understand regulated waste management.
Q (Cover Page): If we include a cover page does this count toward the 15 page limit?
A: Cover pages do not count towards the 15-page limit. Only the Cover Letter counts towards this limit and is also limited to 1-page.
Q (Appendix A): Should Appendix A be full-page write-ups with contact info, or just contact information for clients?
A: Appendix A References can just be contact information to include name, title, phone, email, and a brief sentence about the project(s) that your firm completed for them.
Q (Attachment A Instructions): In addition to informing our 2.5 Proposed Rates and Fees / Sample Project submission (Attachment B and C) for the proposal, Attachment A includes the direction: "Proposers are requested to prepare a work scope, budget, and schedule (8-page limit) for the following representative project." Does this infer that we need to also include a narrative scope and schedule in our submission?
A: Proposer needs to provide a standard Proposal for the Sample Project providing all information you would normally provide in any proposal you would submit to provide these services.
Q (Attachments B and C): Are Attachment B and C counted towards the 8-page limit for the Rates and Fees/Sample Project section?
A: Attachments B & C for the Prime Consultant count towards the 8-page limit but if subconsultants are being utilized, their Attachments B & C do not count towards the 8-page limit.
Q (Attachment B and C - Subs): Are we required to include Attachment B and C forms for our subconsultants? And if so, do they count towards the 8-page limit?
A: Attachments B & C for the Prime Consultant count towards the 8-page limit but if subconsultants are being utilized, their Attachments B & C do not count towards the 8-page limit.
Q (Vendor Questionnaire): In Part 2.2 of the Vendor Questionnaire, the response qualification specifies that, "...references for at least two assignments that cover at least two of the listed program areas... must have involved the proposed primary contact and other key personnel". Is "primary contact" synonymous with the project manager, or can this be a separate team member who is not necessarily the PM but is leading the RFP response?
A: This is who you will assign as KCAB's primary contact for all services your firm will provide. It must be our primary point of contact for the services requested in the RFP not the person responding to the RFP.
Q (Pricing Proposal): For the Pricing Proposal, should hourly rates be provided specific to the roles listed (e.g., Senior Consultant, Project Manager, Staff Scientist), or is it acceptable to submit our standard hourly rate schedule?
A: Rates must be submitted for the requested positions on the Line Items Tab and all positions that could be used by the consultant for the scope of services of this RFP on Attachment B Worksheet.
Q (Sample Project Scope Clarification): In order to prepare the budget and schedule for the proxy scope of work, how many distinct facilities should we assume will be included in the site visits? Will these include the freight hubs and other operations within the airport contiguous property or only facilities operated directly by the airport authority?
A: Under Section 2 of the proxy scope, you can assume (5) waste generation areas. This proxy scope is focused on CVG waste activities and not tenants.
Q (Attachment B): Please confirm that for Attachment B under labor cost classifications, you are looking for general labor categories (i.e., Project Manager, Staff Engineer, Senior Geologist, etc.) and not individual names to build up the total billable rate.
A: Classification is the position name not the name of the person that currently holds that position. The position name along with the hourly rate will be listed which will become the Total Billable Rate based on the Calculation on the worksheet.
Q (Attachment B Example): Please confirm that Attachment B’s “Example with Figures” worksheet with 12% markup is incorrect, and it should be 15% as shown in the “Template” worksheet.
A: Yes, that is correct. See Addendum #2.
Q (Page Count): Please confirm that the only requirements for the 15-page limit are the cover letter (2.1), Qualifications (2.2), Key Personnel (2.3), Confirmation (2.9), and Authority to Bind (2.10) sections?
A: Section 2.1, 2.2, and 2.3 are the only documents that count towards the 15-page limit.
Q (Sample Project - Scope 3): For the Sample Project, please confirm the anticipated number of TSDF audits under Scope 3 “TSDF Desktop Audit,” or if you would like it costed for 1 TSDF audit for cost comparison.
A: Under Section 3 of the proxy scope, the first task requested is that the proposer identify the number of TSDF facilities currently receiving CVG-generated waste. The request would be to provide a cost per facility.
Q (Attachment D - Insurance): For Attachment D MSA, will work be conducted on aircraft ramps, taxiways, or runways requiring the commercial umbrella insurance with a limit of not less than $10,000,000, each occurrence, or could that be obtained if a project required work or services in those areas?
A: If consultant will provide services for Spill Response or Underground Storage Tanks, $10,000,000 coverage will be required. Other services will only require the $2,000,000 coverage.
Q (Section 2.2 - Scope of Services): Section 2.2 asks for references for 2 assignments for at least two of the listed program areas. One of the listed program areas is EG. EG is not included in Section 1.7.1 Scope of Services. Should another service area be included in Section 1.7.1?
A: See Addendum #2 for Section 2.2 corrections.
Q (Section 2.2 - Scope of Services): For Section 2.2, if you are submitting qualifications under more than two programs areas, are you asking for two reference assignments for each program area involving the proposed primary contact?
A: Proposer must respond to a minimum of (2) areas of expertise and must provide at least (1) reference of a past assignment completed per each area. For example, proposers applying to (6) areas, would include (6) project references.
Q (Average Annual Spend): To ensure the Consultant Team proposes a staffing plan and resource capacity that aligns with the Board’s anticipated project volume, can the Board provide the estimated annual expenditure or the historical annual spend for the environmental on-call services program?
A: KCAB does not provide budget information. A request can be submitted to openrecords@cvgairport.com to request historical spend for a certain time period.
Q (Response Portal): In the Response Portal, should RFP Section 2.4 "Appendices and Other Documentation" be submitted with the response to 2.3 "Key Personnel Qualifications, Relevant Experience and Availability"?
A: Section 2.3 is for the Key Personnel's qualifications, experience, and availability related to the services requested in this RFP. Section 2.4 is for resumes, experience, etc., of the key personnel that would include their entire resume and all experience that may or may not be related to the services of this RFP.
Q (Section 2 - Proposal Requirements): Section 2 "Proposal Requirements" notes that proposals should have consecutive page numbers on each page. In the Response portal, since this includes separate uploads, do you want consecutive page numbering for 2.1, 2.2, and 2.3 uploads only or is 1 "Minimum Qualifications" also included in the consecutive page numbering?
A: Section 2: Question 1 is a stand-alone document. Section 2.1, 2.2, and 2.3 should be consecutively numbered even though they are uploaded separately.
Q (Scope and Technical Expectations): For each of the eight program areas, can KCAB provide any expected approximate level of effort (e.g., number of tasks per year) to help us right-size staffing and on-call coverage?
A: The totals below are the number of task orders completed in each category over the last three years of the contract term. It is unknown what the future level of effort is expected to be completed. Compliance Support: 3 KPDES: 1 Spill Response: 1 Air Permitting: 6 USTs: 0 Emerging Contaminants: 4 Stormwater: 2 General: 3
Q (Scope and Technical Expectations): For PFAS/emerging contaminants, does KCAB currently anticipate primarily: a) desktop/historical reviews and preliminary screening, b) focused investigations at known areas of concern, or c) larger-scale site characterization and remediation planning?
A: A mix of desktop efforts and focused investigations are expected, but efforts may evolve.
Q (Emergency Response & On-Call Requirements): Are there any formal on-call or standby requirements (e.g., 24/7 hotline, guaranteed response window, or retainer) beyond being able to mobilize staff within the defined timeframe, and should any such costs be reflected in our pricing?
A: There are no formal standby requirements.
Q (Emergency Response & On-Call Requirements): On average, KCAB noted 1–2 spills of ~1,000–2,000 gallons of jet fuel per year. Are there other types of emergency events (e.g., glycol/deicing fluid releases, significant stormwater upsets) that KCAB expects to fall under this on-call oversight scope?
A: At this point, stormwater plant upset investigations are not expected to be incorporated into the scopes of services under this contract.
Q (Contracting and Administrative): The RFP states that KCAB may alter service specifications and tailor contract price accordingly. Can KCAB provide examples of how this has been handled in past contracts (e.g., process for adjusting scope and level of effort when expected frequencies change)?
A: Changes in scope as a result of KCAB directed efforts or changes in field conditions have been handled either by amendments to the task order or including a contingency budget in each task order.
Q (Contracting and Administrative): Are there any provisions for reopener discussions on rates if CPI-U remains significantly below market wage inflation over multiple years, given the cap of the lesser of 5% or CPI-U on annual increases?
A: All exceptions to the contract must be submitted with your proposal. Any exceptions the awarded consultants submitted with their proposal will be addressed during the contract execution phase.
Q (Site Logistics): Are there any specific safety or access training requirements (beyond standard badging and security procedures) that will apply to consultants working in airfield, ramp, or secure areas?
A: No, contractors will expect to badge enough employees to meet the service requirements. Only the Air Permitting Support and Stormwater service area will not be initially expected to badge personnel.
Q (No subject): Would you consider removing item C under the Payment and Reimbursement section in Exhibit A for publicly held entities that have an obligation to protect the interests of their shareholders?
A: All exceptions to the contract must be submitted with your proposal. Any exceptions the awarded consultants submitted with their proposal will be addressed during the contract execution phase.
Q (No subject): Will you consider reasonable modifications to the indemnification so it is limited to third party claims, tangible property and to the proportionate extent of the Consultant's negligence?
A: All exceptions to the contract must be submitted with your proposal. Any exceptions the awarded consultants submitted with their proposal will be addressed during the contract execution phase.
Q (No subject): Does CVG allow a Deputy PM or local point of contact, if the primary PM is not locally based?
A: Yes.
Q (No subject): What is the anticipated annual contract value or taskorder scale, and how many firms does CVG expect to actively task?
A: KCAB does not share budget information and the number of firms awarded will be based on the number of proposals received for the services requested.
Q (No subject): For stormwater services, does CVG expect engineering-level modeling?
A: KCAB expects the firm to be familiar with SD1 stormwater and KDOW Dam Safety modeling requirements and capable of completing modeling in HydroCAD and Autodesk Storm and Sanitary Analysis (SSA) 2024 stormwater modeling software, which uses the EPA SWMM 5 model engine.
Q (No subject): Please confirm the roles and quantity of resume expected per service category
A: The number of teams members assigned to each category the consultant is proposing must be sufficient to provide the services requested in this RFP.
Q (No subject): Will you consider reasonable modifications to the indemnification so it is limited to 3rd party claims, tangible property and to the proportionate extent of the Consultant's negligence? Will you consider reasonable modifications to the indemnification so it is limited to 3rd party claims, tangible property and to the proportionate extent of the Consultant's negligence?
A: All exceptions to the contract must be submitted with your proposal. Any exceptions the awarded consultants submitted with their proposal will be addressed during the contract execution phase.
Q (No subject): Are interviews anticipated, and if so, who should attend (PM only vs. PM + local leads)?
A: Based on the number of proposals KCAB anticipates will be submitted, it is anticipated that there will be interviews. The key personnel on the team from the prime consultant and the key contact from any subconsultants should attend the interview. This way KCAB staff will meet the team they would be working with for these services.
Q (No subject): Based on Q&A volume and response, would you extend the due date of this proposal to 4/8/2026?
A: No, this due date of this proposal will not be extended.
Q (Sample Project Clarification): Will we be provided with a current list of transporters and TSDFs, along with available manifests, profiles, and related records, or should we assume some reconstruction of this information will be required?
A: Per Section 1 of the project scope, “Review existing CVG waste management plans, procedures, manifests, profiles, and contractor agreements.” As such, KCAB would provide available documents if the project scope was tasked.
