    This solicitation is intended to create a pool of General Contractors approved to perform General Contracting for construction services not to exceed $500,000. Washington County is seeking General Contractor Services for building construction on an on-call basis. The work will involve remodeling, demolition, upgrades, new construction and rehabilitation of County owned andf/or leased properties. This will be a broad scope contract involving the supply of any needed trade, material, coordination, technical expertise or requested construction labor, materials, equipment or services.

     

    Proposers responding to this solicitation must be capable of performing the work described. Facilities coordinates and provides oversight of project activities with consultants and contractors and while precise scope of work will vary for each project, services may include but are not limited to what is included within this solicitation.

    Evaluation Criteria

    • Page Count (5 pts)

      Proposal was within the page count and conformed to all instruction in regards to submittal.

    • Similar Project Experience (15 pts)

      Describe your company’s experience acting as a General Contractor, either as a prime contractor or as a subcontractor overseeing additional subcontractors, by providing three (3) examples of projects you have led with total values up to $500,000. Project examples of varying size and complexity are preferred with at least one project of $150,000 or more. Project examples that demonstrate experience working with public agencies or on buildings that serve the community in similar ways to public agencies are preferred. For each project, include the following:
      ● The name of the Project Owner
      ● The name and location of the Project
      ● The duration of the project. Projects in progress may be described with the expected completion date.
      ● A description of the project requirements.
      ● The size, in square feet, of the project. Projects in progress may be described with the expected size.
      ● The amount of the original contract.
      ● The number of change orders and the total dollar amount of increase to the original contract. For projects in progress, provide the most recent information available.
      ● A summary of the unique characteristics of the project that made you choose it as your example.

       

      Limit of three (3) pages per project. Limit of nine (9) pages total. Pages exceeding the limits will be removed and will not be evaluated.     • Team Structure and Engagement (15 pts)
      1. ORGANIZATIONAL CHART: Provide an organizational chart of your company, identifying the company executive with the authority to bind the company, Project Manager, Superintendent, Lead Estimator, and other key personnel (i.e. Diversity Manager, BIM Manager, etc.) if applicable. We recognize that one person may hold multiple roles.
        2. SUPPLEMENTAL INFORMATION TO THE ORGANIZATIONAL CHART: Provide a narrative describing the duties and responsibilities for all key positions identified on the org chart. We recognize that one person may hold many key roles and you may organize the narrative by person rather than by position if you prefer.
        3. STAFF ALLOCATION ON A TYPICAL PROJECT: Provide a matrix or outline of the roles and responsibilities of key personnel and staff on a typical project. Include the percentage of time that key personnel generally commit on a single project. This matrix may be organized by roles rather than individuals.
        4. STAFF QUALIFICATIONS: Describe the qualifications of your key personnel and staff. Describe their roles, experience working together on projects, and experience with GC projects up to $500,000.
        5. Provide resumes (maximum two-pages each) for no more than five key personnel, including project manager, superintendent, estimator, and other key personnel.

      Response is limited to a combined five (5) pages for the first four items listed above. Resumes are limited to five (5) resumes total, and two (2) pages per resume. Pages exceeding the limits will not be evaluated. Provide as a single PDF file.

    • Project Approach (15 pts)

      Provide a detailed description of your approach to General Contractor services including:
      ● What is your approach to establishing and maintaining a contingency fund to ensure that the Project budget is not exceeded?
      ● What is your process for documenting the line item components of the not to exceed project price?
      ● What programs do you use, and what procedures do you follow, to ensure safety of the public and all construction workers at and near project sites?
      ● What steps do you take to manage the construction schedules? In your experience, what events or elements are most likely to put a construction schedule at risk? How have you proactively managed these risks?
      Include descriptions of schedule tracking tools you use.
      ● What measures have you used to mitigate the recent challenges with availability of labor and materials? What processes have you found helpful in generating sufficient Subcontractor and material supplier competition to minimize Project costs?

    • COBID Subcontracting Practices (5 pts)

      Washington County is committed to providing COBID firms with bidding opportunities on its projects, and the successful proposers will be required to submit subcontracting plans for each project they bid. Describe the approach that you use to maximize COBID Contractor utilization including:
      ● Methods and strategies for outreach, notification and utilization of COBID Subcontractors.
      ● Technical and other assistance that you provide to COBID Subcontractors such as mentorships and business development training.

      If the Coiunty chooses to do interviews of the top scorring proposals the interview scores will determine award.
