    Description

    The City of Surprise Water Resource Management Department is accepting Statements of Qualifications ("SOQ") from qualified consulting firms to provide On-Call Water & Wastewater Consulting Services in support of water and wastewater facilities, infrastructure, operations, and water resource planning issued under this Request for Qualifications ("RFQu"). The City intends to enter into multiple contract(s) with qualified firms that can demonstrate their abilities to provide the required services on an as-needed, task-oriented basis. Responses will be evaluated based on qualifications, relevant experience, and technical competence in accordance with the specifications herein.

    Background

    The City serves approximately seventy-five thousand (75,000) wastewater customers and twenty-five thousand (25,000) water customers. Surprise is currently one hundred square miles (100 mi.2) in size, with a planning area of over three hundred square miles (300 mi.2) . The City operates twenty-two (22) wells, seven (7 ) water supply facilities, four (4) wastewater treatment plants, and all the associated pipelines.     The Water Resource Management Department will use Contracts awarded under this solicitation to aid in the delivery of asset replacement projects, capital improvement program delivery, and studies that are necessary to support the department.

    This Solicitation shall replace, supersede, and take the place of the existing contract(s) awarded under Solicitation No. 321079, which are set to expire on 06/30/2026.

      Provide a brief but narrative response to the following questions for the Offeror's information.

      Identify the proposed key personnel who will be assigned for any Project related to Water/Wastewater Consulting Services. For each key person, the respondent shall provide the direct and relevant experience. Include in the following:

      a. Name & title and list of responsibilities. 

      b. Years of relevant professional experience for each discipline.

      c. Education and professional registrations/certifications.

      d. Length of time with the Offeror.

    • Past Performance (10 pts)

      Provide a copy of the attached Past Performance Verification form (PPVF) to Public/Private Agencies, for which you have substantially completed similar work, to fill out a copy of the PPVF for three (3) similar projects.

    • Presentation (100 pts)

      Interviews would be conducted at City offices. Time limitations and presentation requirements will be provided with the “Offeror Short List” notification. Each Evaluation Committee member will score each interview. Interview average ranked scores will be the sole determining factor for selection. In the event of a tie of the interview average ranked scores, total points from the interviews will be utilized as a tie-breaker. If a tie still exists, total points for the interview and SOQ scores will be used as the tie breaker.

          Public entity" means this state, a political subdivision of this state or an agency, board, commission or department of this state or a political subdivision of this state.

      To ensure compliance with A.R.S. §35-393.01, Contractor certifies that it is not currently engaged in, and agrees for the duration of the Agreement to not engage in, a boycott of goods and services from Israel. 

      By submitting this response, Offeror agrees to indemnify and hold the City, its agents and employees, harmless from any claims or causes of action relating to the City’s action based upon reliance on the above representations, including the payment of all costs and attorney fees incurred by the City in defending such an action.

      3. Any contractors, subcontractors or suppliers that use the forced labor or any goods or services produced by the forced labor of ethnic Uyghurs in the people's Republic of China.

      B. If a company that has provided a written certification pursuant to subsection a of this section becomes aware during the term of the contract that the company is not in compliance with the written certification, the company shall notify the public entity within five business days after becoming aware of the noncompliance. If the company does not provide the public entity with a written certification that the company has remedied the noncompliance within one hundred eighty days after notifying the public entity of the noncompliance, the contract terminates, except that if the contract termination date occurs before the end of the remedy period, the contract terminates on the contract termination date.

      C. This section does not apply to a contract entered into before the effective date of this section.

      D. For the purposes of this section:

      1. "Company" means an organization, association, corporation, partnership, joint venture, limited partnership, limited liability partnership, limited liability company or other entity or business association, including a wholly owned subsidiary, majority-owned subsidiary, parent company or affiliate, that engages in for-profit activity and that has ten or more full-time employees.

      2. "Public Entity" means this state, a political subdivision of this state or an agency, board, commission or department of this state or a political subdivision of this state.

    A: The number of consultants to be awarded under this solicitation is currently undetermined and will depend on the evaluation of Statement of Qualifications submitted. The City currently has six (6) awarded contracts under the previous solicitation.


    Q (Subconsultants & Requested Disciplines): Can subconsultants be engaged for inclusion on the Prime team to provide experience across all disciplines requested?

    A: Offeror(s) are strongly encouraged to carefully read the entire Request for Qualifications for the outlined responsibilities/specifications for this solicitation. Refer to Section 5 to review the Statement of Work and On-Call Tasks Order Services.
