The purpose of this contract is to secure professional engineering services of consultants to assist the PDD in fulfilling its four core functions: Water and Sewer Infrastructure Replacement Planning Section is responsible for the preliminary design and packaging of a wide range of programs including transmission and distribution water mains, large meters, large valve vaults, force main, and more. Water Infrastructure Improvement and Rehabilitation Design Section is responsible for the project planning, engineering design, and managing contract design documents for Capital Improvement Program (CIP) water main projects and the water reconstruction programs. This includes project scope preparation and preliminary design, managing the technical design review and permitting efforts; performing technical design, industry analysis and benchmarking studies; coordinating community outreach efforts and participating in associated procurement solicitation services; and facilitating the acquisition of rights-of-way and other associated permits. It has an annual mileage goal of rehabilitating and replacing pipe for the Water Reconstruction Program (W-1.00) and the Large Diameter Water Pipe and Large Valve Rehabilitation Program (W-161.01) it manages under WSSC Water’s CIP. The purpose of this program is to renew and extend the useful life of water mains, house connections, and large water services. Portions of the water system are more than 80 years old. Sewer Infrastructure Improvement and Rehabilitation Design Section is responsible for the project planning, engineering design, and managing contract design documents for CIP sewer main projects and the sewer reconstruction programs. This includes project scope preparation and preliminary design, managing the technical design review and permitting efforts; performing technical design, industry analysis and benchmarking studies; coordinating community outreach efforts and participating in associated procurement solicitation services; and facilitating the acquisition of rights-of-way and other associated permits. It has an annual goal of rehabilitating and replacing pipe for the Sewer Reconstruction Program (S-1.01) and the Trunk Sewer Reconstruction Program (S-170.09), which it manages under WSSC Water’s CIP. Water and Sewer Infrastructure Relocations Design and Management Section is responsible for evaluating impacts to WSSC Water’s infrastructure due to construction and related activities performed by other agencies, utilities and homeowners across the Commission’s service area. This work ensures the necessary water and sewer protection requirements or relocation needs associated with road improvement projects initiated by the state, counties, or municipalities and any other utility work impacting the Commission’s assets are properly defined and designed in compliance with WSSC Water’s codes, standards, and related guidelines. )and supporting its goals and mission to optimize and accelerate the delivery of the capital improvement programs it manages. The consultants shall be knowledgeable with WSSC Water’s current policies, practices, processes, and procedures to ensure the work performed aligns with the vision and mission of the Commission and maintains the integrity and quality of the services provided.
