    Description

    This solicitation seeks creative and innovative solutions to address the systemic challenges of pervasive opioid abuse. The City of Norfolk (the “City”) invites qualified firms and responsible service providers ("Contractors") to submit proposals for evidence-based addiction treatment and remediation efforts across the City of Norfolk. These services may include, but are not limited to, harm reduction, prevention, and treatment. All proposals must comply and be consistent with the approved remediation uses established by the Virginia Opioid Abatement Authority (VOAA). Contractors may only use funds under this RFP for approved abatement purposes. The City anticipates recurring posting of this solicitation throughout the year. 

    Background

     The City of Norfolk is dedicated to addressing opioid abuse in the community through a comprehensive strategy that emphasizes prevention, treatment, and recovery support. The City receives specific funds through settlements of litigation to abate and remediate opioid abuse in Norfolk. The City is party to the “Virginia Opioid Fund And Settlement Allocation Memorandum of Understanding” which controls all uses of funds by Contractors under this RFP. The City Council also adopted the “Gold Standard” proposed by the Virginia Opioid Abatement Authority for the use of settlement funds the City receives from the settlements, and therefore all funds under this RFP may only be used in accordance with the statutory obligations of Virginia Code § 2.2-2370(A) (City Council Resolution No. 1890).  The City seeks to achieve its goals by awarding contracts to qualified service providers with innovative and evidence-based programs to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the City.

    Evaluation Criteria

    • Contractor’s Organization (10 pts)
      • Demonstrate whether your service office is physically located within a designated "Evidence-Based Area for Opioid Overdose and Remediation”.
      • Include a staffing plan and organizational chart that details all positions, their reporting lines, and the proposed qualifications for each role.
      • Submit copies of all applicable, current, and good-standing documentation as part of their proposal.
    • Approach and Evidence-Based Strategies (40 pts)
      • Describe what activities will be carried out as part of the project and the intended outcomes of the project, including a description of the communities that will be impacted.
      • Describe the needs of the priority population your project will serve, such as individuals with limited access to care, transportation barriers, or those impacted by stigma. As feasible, use data to describe the scope of the issue.
      • Provide a brief overview of the planned outpatient/inpatient evidence-based addiction treatment program. Summarize how your proposed services, such as clinical assessments, medication-assisted treatment (MAT), peer support, and transportation or any other activities related to their program, will fill existing gaps in care and improve access for individuals with opioid use disorder. Present an assessment of community needs specific to opioid use disorder and addiction treatment in the City of Norfolk.
    • Creativity and Innovation (20 pts)
      • Describe your proposed approach, emphasizing any unique or innovative aspects that differentiate it from traditional substance abuse prevention/intervention programs. Clearly articulate why this approach is needed.
      • Demonstrate how the proposed creative strategies are specifically sensitive to and demonstrate the awareness of the unique needs and characteristics of the populations being served. Provide a clear rationale for why this approach will resonate with the specific community.
    • Equity and Reach (15 pts)
      • Describe how the project will address the community's needs fairly and equitably
      • Describe how the proposed project will target/reach those most impacted by the opioid epidemic in the City of Norfolk.
    • Performance Measures and Program Evaluation (15 pts)
      • Detail a work plan listing the outcomes to be measured.
      • Summarize the timeline for the project, including key benchmarks or milestones that will be met during the grant period.
      • Describe in detail how you propose to evaluate the effectiveness of the outpatient addiction treatment program and monitor progress toward project goals.
      • Describe in detail how you propose to monitor program activities and outcomes, track performance metrics aligned with the Evidence-Based Addiction Treatment strategy and use evaluation findings to inform continuous improvement and long-term impact.
