    Description

    Per the direction of the MTS Board of Directors, MTS staff seeks a Contractor to conduct a transit study for the Otay Mesa area to determine the transit needs of the community and recommend network and infrastructure adjustments accordingly. The contract term shall be from October 1, 2026, through February 28, 2028.Otay Mesa is a community in the southern section of the City of San Diego, just north of the U.S. - Mexico border. The growth of the Otay Mesa community has outpaced the region in the last 20 years, without transit funding to keep up. There are upcoming infrastructure changes in the area including the Otay Mesa East Port of Entry, road extensions, and upgrades near the Cross Border Express (CBX), which connects travelers to and from Tijuana International Airport. Additionally, there are several areas and trip generators that currently lack adequate transit service, including Amazon, CBX, North Island Credit Union Amphitheatre/Sesame Place and the Ocean View Hills community.MTS seeks a Contractor to develop recommendations to improve the transit network in the Otay Mesa community, between the UCSD Blue Line Trolley and the future Otay Mesa East Port of Entry. Transit routes, stops, and service span/frequencies need to be identified to better serve the Otay Mesa community. A plan is also needed to identify the necessary resources (costs, vehicles, and staffing) to provide the proposed service. Recommendations on transit priority measures, such as bus lanes, queue jumps, and transit signal priority should also be considered.
