The purpose of this RFP is to solicit proposals from a qualified entity or individual company (“Bidder”) to (1) remove and replace existing equipment; (2) provide a fully functioning parking access and revenue control system (“PARCS”); and (3) provide an ongoing maintenance contract for the system, for the County of Riverside Parking Garages, as identified in this design build Request for Proposal (“RFP”) and associated documents. The new PARCS system shall: Reduce or eliminate manual processes including cash transactions Streamline parking operations Streamline reporting and accounting functions Replace processes, software, hardware, equipment Reduce processing time and travel time Reduce long-term operating costs Provide improved parking facilities for our clients and staff Increase the safety of our clients and staff Deploy the latest technology to improve the user experience while sustaining realistic revenue goals (i.e. credit card and phone payment systems, etc.) Be scalable for other future parking projects Future-proof as much as possible to industry standard trajectories Allow County staff to monitor and respond remotely Provide an initial warranty and an on-going maintenance service agreement
