    Description

    The Delaware Valley Regional Planning Commission (DVRPC) is seeking proposals from qualified vendors to obtain professional engineering services for the preparation of preliminary and final engineering design plans, specifications, and estimates for the Improvements to Intersection of Paulsboro Road (CR 653) & Repaupo Station Road/Asbury Station Road (CR 684) project in Logan Township, Gloucester County, New Jersey.  The improvements to the intersection shall be designed consistent with the Preliminary Preferred Alternative (PPA) selected under the Local Concept Development (CD) Report prepared by French & Parrello Associates, dated February 2025.

    Background

    The Delaware Valley Regional Planning Commission is the federally designated Metropolitan Planning Organization for a diverse nine-county region in two states: Bucks, Chester, Delaware, Montgomery, and Philadelphia in Pennsylvania; and Burlington, Camden, Gloucester, and Mercer in New Jersey.

      Proposers should clearly detail their methods and approach to the project. Proposers are encouraged to offer suggestions for enhancing specific tasks or the overall work and/or propose innovative techniques to improve the results of this analysis

    • Professional qualifications and experience in similar work (30 pts)

      Proposers should demonstrate their qualifications and experience as it relates to carrying out the project

    • Ability to perform within schedule (30 pts)

      Proposers should demonstrate an ability to perform the tasks proposed within the allotted time

    • Cover Letter (required)

      Please upload a Cover Letter from a principal of the Respondent, providing summary of proposed solution of the project, along with primary contact information (phone number and email address). 

    • Project Team Description (required)

      Please upload the Project Team Description including qualifications, relevant experience, and contact information for each team member. Please identify the project manager, key personnel, and any sub-consultants, and include an organizational chart of the project team, if available. If team of consultants, explain how team may have previously worked together. 

    • Detailed Summary of Experience (required)

      Please upload a Detailed Summary of Experience should be related to the type of Project outlined in the RFP.

      Possible elements can include methods, approximate geographic size, project’s beginning and end dates, explanations of significant delays, and lessons learned.

      Please upload a Certification of Eligibility – A certificate is to be included in the proposal for each firm stating that: "The firm is not ineligible to receive award of a contract due to the firm's inclusion on any Federal, Pennsylvania, or New Jersey state lists of debarred contractors, or otherwise ineligible to be awarded a contract using Federal or state funds." This statement should be written on your firm’s letterhead and should be signed by an officer of the firm.

    • Project Cost Proposal (required)

      Respondent will submit a detailed project cost proposal utilizing the template below. Please download the Excel document, complete it, and upload it with the Administrative Proposal portion of your submittal. A separate detailed budget for each sub-consultant must also be included.

      Costs must be broken out by Phase (e.g., PE & FD) and identified accordingly.

      Current overhead rate letters for all firms must be included in the submittal.

      Actual permits required for the project will be paid directly by the County.  They are not eligible for federal funds and should not be included in the cost proposal.

      During negotiations, the Respondent or DVRPC may suggest that deliverables or tasks be modified or deleted. 

      Please note that Title 41 Code of Federal Regulations limits the amount of profit or fee to 10 percent of the direct labor and indirect costs.
