The City of Houston is seeking qualified consulting firms to provide Pavement Management Program (PMP) services for Citywide roadway infrastructure. Engineering services will include pavement condition assessments, including Pavement Condition Index (PCI) and International Roughness Index (IRI) evaluations; GIS-based roadway inventory updates; asset tagging and condition ratings for sidewalks, curb ramps, alleyways, speed cushions, and composite pavement joint-reflection cracking; and preparation of periodic State of the Pavement Reports. Additional services may include other related asset evaluations as requested. The Consultant will perform data collection and analysis to evaluate pavement conditions and develop prioritized maintenance, rehabilitation, and reconstruction recommendations supported by
budget scenarios. All work will be coordinated with Houston Public Works to support long-term planning, budgeting, and reporting efforts. The City invites each Respondent to submit a Statement of Qualifications (SOQ) in response to this Request for Qualifications (RFQ).
