    Description

    General Notice Penn Township (Owner) is requesting Bids for the construction of the following Project: Alterations for Penn Township Municipal Building - Shop Bids for the construction of the Project will be received online via the PennBid Program, until 10:00 AM local time on September 3, 2026. At that time the Bids received will be publicly displayed via PennBid. The Notice of Intent to Award will be considered by the Township Board of Supervisors at its September 14, 2026 meeting at the Township Office. The Project includes the following Work: Contract #1: General Construction: Work generally includes, but is not limited to, demolition, sitework, concrete, general alteration construction, exterior replacement finishes, doors and windows, and all other work as indicated in the contract documents, complete in place. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBid to Herbert, Rowland & Grubic, Inc. in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. Any and all questions received after 2:00 PM on August 20, 2026 regarding the project will not be acknowledged. A pre-bid conference will not be conducted for the project. One site visit opportunity for bidders will be held at the project location: 97 N Penryn Road, Manheim, PA 17545, on August 11, 2026 from 11:15AM to 12:15PM. No questions will be addressed at the site visit. All questions are to be submitted via PennBid. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 141 of 2022 , known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. Performance financial and payment financial security, each in the amount equal to 100% of the contract price in form set forth in the bidding documents, and evidence of all required insurance as set forth in the bidding documents, must be furnished by the successful Bidder at the time set forth in the bidding documents. In the event the successful Bidder proposes to furnish a lending institution letter of credit or a restrictive lending institution escrow account as performance and payment financial security rather than performance and payment surety bonds, the form and content of such alternative financial security must be in compliance with Pennsylvania law, fully protect the public and be approved by the Township’s solicitor. The CONTRACTOR shall ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, age, religion, sex, or national origin. This contract is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This contract is subject to Pennsylvania Human Relations Act 222 conditions. This contract is subject to the PA Steel Products Procurement Act. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Owner shall award the Contract to the lowest responsive and responsible Bidder or shall all bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the execution of such 60 day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. Penn Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of Penn Township, and to reject any or all proposals.
