    PROJECT NUMBER: DGS C-0404-0067 Phase 1 and C-0406-0060 Phase 2 PROJECT TITLE: PennWest Clarion and Edinboro – Demolition of Underutilized Buildings PROJECT LOCATION: PennWest Clarion and Edinboro Campuses This Project is advertising for PROFESSIONAL SELECTIONS for design and/or engineering services. BRIEF DESCRIPTION: PennWest Clarion and Edinboro are two of three PASSHE campuses that comprise PennWest University. At PennWest Clarion and Edinboro there is excess square footage, relative to campus student body size. Much of this excess square footage is comprised of underutilized or obsolete buildings. The project is the demolition of buildings owned by the University at both campuses, which have not been renovated, have reached the end of their useful life, and have been vacated by the University for several years. PennWest Clarion: Four (4) separate campus buildings are included in this project, with a total building area to be demolished of 168,000+ SF. They are all located at the main PennWest Clarion campus. The buildings vary in age, size, and number of stories but are generally at least 50 years old, built of masonry and steel construction, and multiple stories. PennWest Edinboro: The campus building included in this project, the Lawrence Towers, is comprised of 3 distinct but connected sections. Built in 1976, the Lawrence Towers have been vacated and mothballed by the University. Each of the two (2) towers is 8 stories tall, with a single-story common area between. The total building area to be demolished is 186,000+ SF, and most of it is steel and masonry construction. ESTIMATED CONSTRUCTION COST: $8,240,000.00. APPLICATION DUE DATE WEDNESDAY, JULY 15, 2026, AT 4:30 P.M. The Department of General Services Capital Programs and the Office of Business Inclusion and Supplier Development identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants must agree to meet all SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals.
