Q (Questions ): For vendors bidding on the licensing portion only, should Exhibit A questions Q37–52 (Animal Control) be marked as “N/A”, or should the vendor describe its integration/API capabilities in those rows?
A: Yes, please mark as N/A.
Q (No subject): What does “integrate the pet licensing records with the animal control operations” mean technically? Is this a real-time API integration, a shared database, periodic data export, or something else? Are there specific data fields or transactions that must flow between the two systems?
A: We need the ability for the Animal Control Staff to see licensing info and vice versa. This is particularly important for dangerous animal/owner alerts on the account.
Q (No subject): Does the County have a specific animal control software system already in use or planned? If so, what system, and are there documented APIs or integration specifications available?
A: Pierce County currently utilizes PetTrack from Progressive Solutions for our Animal Control and Pet Licensing solution. We do not have documentation around the API’s/integrations.
Q (Page 11, Section 3.1 question): One of the bullet points ask for “ Complete pricing for all services in the proposal”. How many end users will be using the solution? Are field inspections required? What is the average level of licenses issued per year?
A: 1. Nearly 40 end users (that could go up or down) 2. We’re unclear what the field inspections question is asking? 3. 8,500
Q (Page 4, item 4 question): How many physical cash drawers does the County use?
A: Could be over 20
Q (No subject): The RFP uses “vendor(s)” language and Section 6.1.d allows award to “any vendor or combination of vendors.” Can the County confirm it intends to evaluate licensing and animal control proposals independently, potentially awarding to different vendors?
A: Though we would like to keep them together, we will review independently as appropriate.
Q (No subject): For the Microsoft Entra ID SSO requirement (Q53): Is this required for all user types (public pet owners, external vet agents, and County staff), or only for County/internal staff?
A: No, only internal staff.
Q (No subject): For the Esri ArcGIS integration (Q20): Does Pierce County have existing ArcGIS REST services for jurisdictional boundaries that the vendor would consume, or would the vendor need to create/host these layers?
A: Yes, we have a large Spatial Service/GIS team that has already created all services for the jurisdictional boundaries.
Q (No subject): Does Pierce County have an existing pet licensing database that would need to be migrated? If so, what is the approximate data volume and format (number of records, current system)?
A: Approximately 25 GB across three .mdf files, containing an estimated 13 million records (±2 million).
Q (No subject): What is the approximate number of pet licenses processed annually by Pierce County? Please confirm how many jurisdictions/cities are currently supported?
A: 1. 8,500 2. 6
Q (No subject): The Sample Services Agreement indicates “Initial Contract Funding Not to Exceed” – does the County have a budget range or not-to-exceed amount for the pet licensing portion specifically?
A: Has not been determined.
Q (No subject): based on the not to exceed- Does this preclude bid proposals that incentivize the vendor from charging a flat licensing fee if there is no cost associated with the other services?
A: This does not preclude the submission of any bid proposals; all proposals will be evaluated in their entirety, and costs must be clearly itemized.
Q (No subject): Is a live demonstration or presentation anticipated as part of the evaluation process?
A: Yes, selected vendors will be required to complete either a remote or on-site demonstration utilizing a pre-provided demo script.
Q (No subject): Is E-Verify enrollment required prior to proposal submission, or only upon contract award?
A: No, only upon contract award.
Q (No subject): Please advise on what the animal license agents are able to charge.
A: They charge the following standard pet licensing fees: Altered Cat – $12 Altered Dog – $20 Unaltered Dog or Cat – $55 Senior Altered Cat (62 and older or disabled) – $5 Senior Altered Dog (62 and older or disabled) – $10 Senior Unaltered Dog or Cat (62 and older or disabled) – $30 Replacement Pet Tag – $5
