    The City of Naperville is soliciting responses from qualified and experienced vendors to perform Phase III Construction Engineering Services for the 87th Street Bridge over Springbrook Creek Reconstruction project. This procurement is following a quality-based selection (QBS) process. As such, the selection of a vendor will be based upon qualifications only.

    The City of Naperville, Illinois (City) is a home rule municipality, which operates under a council-manager form of government.       The attention of bidders is called to the following changes, clarifications and/or additions/deletions to the original contract specifications and drawings and they shall be taken into account in preparing proposals and shall be part of the Contract Documents: 

    Evaluation Criteria

    • Project Approach (20 pts)

      The firm’s ability to understand the project scope and accurately apply the correct methods to approach the project. The firm should also demonstrate the correct standards are applied to the project.

    • Qualifications of Proposed Personnel (30 pts)

      The qualifications and experience of personnel proposed to perform observation and inspection services in accordance with general industry engineering standards established by the Illinois Department of Transportation (IDOT) will be evaluated. This includes demonstrated involvement in construction inspection for projects similar to this one. Relevant experience with layout control, construction staging, and traffic control and protection measures will also be evaluated. Proposals are required to demonstrate they meet IDOT prequalification requirements set forth by this request.

    • Project Experience (45 pts)

      The firm’s experience in providing observation and inspection services in accordance with IDOT engineering standards will be evaluated. This includes experience with construction inspection of projects with a scope of work similar to this one. Additional consideration will be given to experience providing liaison and coordination services among contractors, utilities, developers, regulatory agencies, and affected property owners. Additional consideration will also be given to experience working on projects that receive federal funding dollars (LBFP/STP, BRRP, CMAQ, etc.). Experience delivering quality assurance services in compliance with IDOT Quality Control/Quality Assurance (QC/QA) practices and procedures is required.

    • Completeness of the Proposal (5 pts)

      The overall completeness and quality of the proposal will be evaluated. This includes spelling, grammar, accuracy, and adherence to all requirements outlined in this RFQ.

    A: A draft of the project plans is being made available through addendum. Specifications are still in development and are not available at this time.


    Q (Several Questions): Is there a way to get a draft of the Project Plans? Is the consultant responsible for public coordination/outreach? What is the estimated cost and estimated duration?

    A: A cost estimate is in development and will not be provided with this RFQ. The project is currently targeting an IDOT construction letting date of September 18, 2026 with an anticipated project completion in late 2027, subject to change.
