The City also retains the right to use the services of a successful firm for future phases of a specific project. The City anticipates no more than five shortlisted firms as a result of this RFQ.
The attention of bidders is called to the following changes, clarifications and/or additions/deletions to the original contract specifications and drawings and they shall be taken into account in preparing proposals and shall be part of the Contract Documents:

Provide biographical data and experience on principals and key professional members of the firm(s) who could be directly involved with future projects. Namely define the project managers, resident engineers, and principal inspectors. Also include any proposed sub-consultants that could comprise the project team. This overview should include, but is not limited to, corporate structure, location of offices, number of years in business and providing the requested services.
High scoring proposals will:
Provide specific examples of recently completed construction inspection projects (within the last five (5) years) that are most similar in nature to the project types listed (DO NOT include state or tollway projects): improvements to intersections and roadways, traffic signals, stormwater facilities, bridges, and multi-purpose paths. Provide specific examples where providing observation and inspection services in accordance with IDOT engineering standards were utilized. Submit one (1) electronic copy (PDF format) of any exceptions to the City’s Consultant Services Agreement. Such exceptions may be considered in the evaluation and award processes. Q: Rather than "6.1...6.2...6.3", should "the same numbering scheme and headings" of the proposal's numbered sections instead reflect the numbers of each section listed under RFQ Section No. 7, Selection Criteria (i.e., "1. Project Approach"; "2. Qualifications of Proposed Personnel"; "3. Project Experience")?
A: It is acceptable to utilize the numbering scheme and headings of section 7 of this RFQ. We do ask you include an introduction similar to what is noted in section 6 of this RFQ.
Q (RFQ #26-053 Section 6, Technical Proposal Elements — 30-Page Limit Exemptions): We understand that, per RFQ #26-053 Section 6, Technical Proposal Elements, (p.7, ¶2): “Each submittal should have a brief statement of the firm's interest in performing the work. Also, a table of contents should be provided…There is a limit of 30 pages per proposal, not including the IDOT Prequalification sheet and associated purchasing documents." Q: Can the City of Naperville clarify whether any submittal pages other than “the IDOT Prequalification sheet and associated purchasing documents” (e.g., title page, cover letter, table of contents, staff resumes, etc.) will be exempt from the 30-page limit?
A: Pages such as the title page, table of contents would not be counted towards this 30 page limit. We generally would prefer the body of your proposal be 30 pages. Any additional information would not count toward the 30 page limit.
Q (RFQ #26-053 Section 9, Questions #5 & #6 — RFQ P. 14: Required in Submittal?): We understand that, per RFQ #26-053 Section 9, Questions #5 & #6 require a response in the form of check boxes on the RFQ page 14. Q: Shall RFQ #26-053 page, taken directly from the RFQ, be included as its own page in the submittal? If so, will this page be counted against the 30-page limit?
A: This questionnaire should be included within the submittal. This page will not count against the 30 page limit.
