    Description

    Phoenixville Borough will receive sealed bids for the Starr Street Extension Project. The scope of work generally includes clearing and grubbing, excavation, stormwater, concrete curb and sidewalk, ADA ramps, full depth pavement, milling and overlay, signs, pavement markings, traffic signals and associated work. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until May 5, 2026 at 3:00 PM prevailing time, at which time the Bids will be opened and a summary of the results will be made public shortly after. Bids will have a tentative award date of May 12, 2026. Faxed bids will not be accepted.The work indicated will be at a minimum, partially funded via Multimodal Transportation Fund (MTF) grant from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority.The work indicated will be at a minimum, partially funded via the Chester County Department of Community Development with partial reimbursement under the Chester County Community Revitalization Program (CRP).The work indicated will also be at a minimum, partially funded via Multimodal Transportation Fund (MTF) grant for Highway and Bridge Projects from the Commonwealth of Pennsylvania acting through the Department of Transportation (PennDOT).The solicitation process, contract, and conduct of the work must meet the requirements of the MTF grant agreements and Chester County Department of Community Development grant agreement, which has been entered into by Phoenixville Borough, the Commonwealth of Pennsylvania and Chester County Department of Community Development. The agreement(s) obligates Phoenixville Borough to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bids are to be submitted on the forms furnished in the bid package. All bidders must be qualified to perform the work and shall complete the required Bidder Forms contained in the contract documents.Bidder’s attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreements, Chester County Department of Community Development agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program and Chester County Landscapes 21st Century Fund, Community Revitalization Program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.The contract documents and solicitation details are available at no cost on https://pennbid.bonfirehub.com/. A nominal fee is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Phoenixville Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Phoenixville BoroughA pre-bid meeting will be held virtually on April 21, 2026 at 11:00 AM prevailing time. All plan holders will receive a notification on April 20, 2026 with instructions for how to access the virtual pre-bid meeting for this project.All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This bid is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA L&I Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.The Borough Council reserves the right to:A. Select a Bid in its entirety or some portion(s) thereof;B. To request additional information or clarifications from Contractor, or to allow corrections of errors or omissions.C. Reject any and all Bids, in whole or in part;D. Waive any technical defects or irregularities;E. Request oral presentations and/or individual interviews from those individuals or firms determined to be in a competitive range;F. Make the final selection using criteria judged to be the maximum benefit to the Borough as a whole.The Borough Manager and/or the Borough Council reserve the right, but is not required, to interview any or all of the respondents submitting a Bid. Although interviews may take place, the Bid should be comprehensive and complete on its face. The Borough reserves the right to request clarifying information subsequent to the submission of the Bid.
