    I. Introduction Ipas is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). Founded in 1973, Ipas is a pioneering global organization that developed the manual vacuum aspirator technology for safe uterine evacuation, which is endorsed by the World Health Organization and by various countries, including Pakistan. In Pakistan, Ipas seeks to support the government and development partners’ efforts to reduce maternal mortality and morbidity associated with complications due to unsafe practices. It collaborates with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system.To support ongoing program implementation and strengthen data quality and performance monitoring across its project portfolio, Ipas seeks to engage an experienced Monitoring and Evaluation (M&E) professional on a short-term consultancy basis.III. Period of Performance20th April 2026 to 20th July 2026IV. Place of Performance Islamabad, with potential travel to provinces/districtsV. Reports to Country Director, Ipas PakistanVI. Objectives of the Assignment The objective of this assignment is to provide short-term technical support to strengthen monitoring and evaluation (M&E) of ongoing projects, through quality assurance of third-party assessments, supervision of monitoring data verification and validation, and ensuring completeness and reliability of program data from Ipas-supported health facilities. The consultant will support the M&E team to enhance data quality, strengthen compliance with standard operating procedures (SOPs), and ensure timely collection and validation of missing data across supported provinces within the assigned period. The consultant will technically oversee the work of the M&E team to ensure progress against the M&E team’s workplan, while formal line management is not expected (i.e. conducting appraisals etc.).Interested consultants are encouraged to review the attached ToR, containing the qualification and submission instructions
