    Description

    The City of Las Cruces (City) is seeking proposals from qualified Contractors to perform residential retrofit services for up to 30 households participating in the Plugged in for Good Program. Services will include weatherization; health and safety measures; and equipment upgrades like heating, ventilation, and air conditioning (HVAC); and water heaters.

    Background

    The Plugged in for Good program (PIFG) is a joint project between the City of Las Cruces and local organizations to provide homeowners with energy upgrades that improve affordability and comfort while reducing emissions. 

    The City of Las Cruces is requesting proposals from qualified and experienced contractors to perform energy efficiency retrofit services for low-to-moderate income Las Cruces residents. Services will be delivered through the Community Energy Efficiency Development (CEED) Program and future applicable programs. 

    The CEED Program was established under the New Mexico Community Energy Efficiency Development Act (NMSA 62-17A-1) to support energy-efficiency upgrades that reduce household energy burdens and strengthen public health and environmental resilience. Accordingly, all work performed under the program must comply with rule NMAC 19.1.10. The City prioritizes equitable access, quality installations, and measurable benefits for participating households.

    Current Program Status

    The program has successfully recruited 16 eligible residential properties ready for energy efficiency retrofits (Phase 1). Energy audits have been completed for all 16 homes, and a preliminary scope of work has been developed to guide contractors in understanding anticipated upgrade requirements.

    An additional 14 homes have since been accepted into the program (Phase 2) and are currently undergoing energy audits, brining the total program enrollment to 30 homes eligible for energy efficiency retrofits. Phase 2 will follow the same scope of work, delivery framework, and program requirements outlined in this solicitation once their audits and preliminary scopes of work are complete. The City anticipates issuing a notice to proceed with Phase 2 properties on a rolling basis as they become assessment-ready, and the selected Contractor shall be prepared to incorporate these additional homes under the same contract terms.

    The City has a dedicated Energy Navigator to coordinate resident scheduling, deliver technology and program education, and guide participants through the program process. The Energy Navigator should be thought of as the safeguard between contractors and residents and thus the navigator needs to be aware of and looped into all the work occurring in the homes. The selected contractor will be required to collaborate with the Energy Navigator to address resident inquiries, align installation scheduling, and progress updates.
