    Description

    The City of Frederick (the City), in partnership with the Fraternal Order of Police, Francis Scott Key Lodge #91 (FOP), is soliciting competitive proposals for a qualified and experienced Human Resources consulting organization (compensation emphasis) to provide professional services to conduct a compensation study for the Frederick Police Department’s sworn officers. 

    Currently, there are 157 authorized sworn officers at the following ranks:

         

    Salaries, benefits and other employment conditions are outlined in a collective bargaining agreement between the City and the FOP.  Salaries are determined by using a Grade and Step System as detailed in the contract.

    The study must be completed no later than October 1, 2026 .

    The primary focus area for this project is external market benchmarking/analysis.
