    The City of Atlanta, on behalf of the Department of Human Resources (DHR) and the Atlanta Fire Rescue Department (AFRD), will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards the procurement of occupational medical service providers to deliver 24/7 post-employment offer physicals, fitness-for-duty evaluations, annual comprehensive medical examinations, and drug and alcohol testing for safety-sensitive positions, including sworn AFRD personnel. Interested vendors during the prequalification phase must demonstrate experience providing occupational medical services for safety-sensitive workforces and the operational capacity to support continuous, time-sensitive evaluations. Vendors must be properly licensed in Georgia and comply with the Occupational Safety and Health Act (OSHA), U.S. Department of Transportation drug and alcohol testing regulations (49 CFR Part 40), and maintain laboratory certification through the Substance Abuse and Mental Health Services Administration (SAMHSA), while adhering to recognized occupational health standards such as American College of Occupational and Environmental Medicine (ACOEM) and, for AFRD, medical evaluations consistent with National Fire Protection Association (NFPA) 1582.
