    Description

    The City of Norfolk (“City”) is seeking qualified vendors to provide temporary housing and/or extended-stay housing services (“housing options”) in hotels, community shelters, or similar accommodations for individuals and families experiencing homelessness on an as-needed basis. Both nonprofit organizations and for-profit businesses are eligible to submit proposals.

    The City will periodically repost the request for prequalification for additional competition.

    NOTE: If you have already been awarded a contract for temporary housing support services you do not need to re-submit, unless you are submitting new or additional buildings that was not included in the original submission.

    Background

    Norfolk Community Services Board (NCSB) partners with nonprofit organizations and for-profit hospitality businesses to provide publicly funded services to persons over the age of 18, including any of their dependents of any age who are experiencing homelessness and housing insecurity. The City needs additional support in providing services to the unhoused and housing insecure population of the City as clients transition to long-term housing solutions.

    The City seeks to find and place clients in long-term housing within two weeks of placement in the temporary housing option. However, waitlists for transitional and permanent supportive housing can be extensive; therefore, flexibility to extend stays is essential.

    Participants are established clients of the CSB and have been vetted to receive services and this program offers support appropriate accommodations.

    Evaluation Criteria

    • Capability and Capacity (100 pts)
      1. Complete and submit Attachment H – Accommodations.  Both for-profit businesses and non-profit organizations  must indicate the type of accommodation available to CSB clients.
      2. Submit housing option safety and security policies and protocols. Performance and reporting procedures, including incident management.
      3. Submit floor plans, if available.
      4. Submit Certificate of Insurance.
    • Pricing (100 pts)
      1. Provide Pricing as daily rates for available rooms, suites, extended-stay apartments. Cost of utilities, cleaning, and maintenance fees shall be included in the cost of the rooms.
      2. Provide Pricing of discounted weekly rates, if available.
      3. Provide prices for optional amenities listed in this solicitation.
