    The Soft & Pressure Washing Services contract will provide pressure washing and soft washing services for various District-owned and operated facilities and assets, including buildings, sports courts, pedestrian tunnels, water treatment plants, and other designated properties located throughout the Districts. Services will be performed on an as-needed basis and will include the removal of dirt, mold, mildew, algae, stains, and other contaminants to maintain the appearance, cleanliness, and longevity of District facilities and infrastructure.

    Evaluation Criteria

    • Machinery, Equipment and Manpower (25 pts)

      Does the Proponent possess the necessary machinery, equipment, vehicles, specialized cleaning systems, and staffing resources to successfully perform the work specified in this contract? Consider the Proponent's ability to provide pressure washing equipment, soft washing systems, aerial lifts, emergency response capabilities, and sufficient personnel to meet District scheduling requirements.

    • Qualifications of Key Personnel and Project Management (15 pts)

      What qualifications, certifications, licenses, training, and experience do the Proponent's key personnel possess? Consider supervisory personnel, project management staff, OSHA safety training, FDOT MOT certifications, and relevant industry experience.

    • Experience of the Organization (25 pts)

      Does the Proponent possess demonstrated experience performing pressure washing, soft washing, and exterior cleaning services of similar size, scope, and complexity? Consider experience with community development districts, municipalities, government agencies, recreation facilities, sports courts, commercial properties, and other public-use facilities.

    • Quality of References (10 pts)

      Are the references for projects of similar size, scope, and complexity? Do client references demonstrate the Proponent's ability to provide quality workmanship, maintain schedules, communicate effectively, and respond to service requests?

    • Price with Respect to Average Proposal (15 pts)

      How reasonable is the Proponent's pricing in comparison to the average pricing submitted by responsive Proponents? Consider overall value to the District and the Proponent's ability to provide the requested services at a competitive and sustainable price.

    • Thoroughness of Proposal (10 pts)

      How complete, organized, and responsive is the Proposal? Does the Proponent demonstrate a clear understanding of the scope of work, scheduling requirements, safety requirements, environmental requirements, emergency response obligations, and overall contract expectations?
